Research on Sanitation Supply Chain

in West Sumatra (Padang Pariaman and Sijunjung)

A. BACKGROUND

A.1. SNV

SNV is an international not-for-profit development organization, working in
38 countries in Africa, Asia, and Latin America. SNV specializes in
supporting the resourcefulness of development actors by developing local
capacities, improving performance and services, strengthening governance
systems, helping to create access for excluded groups and by making markets
work for the poor. Our global team of advisors use their specialist sector
and change expertise in Agriculture, Renewable Energy and WASH to facilitate
sustainable change in the livelihoods of millions of people living in
poverty.

A.2. Voice for Change (V4C) Partnership Program

Open defecation is practiced by 20% of Indonesia’s population. The rate goes
up to 30% in rural areas and in some districts; it is as high as 60%. To
tackle this problem, the national Government established the STBM programme
in 2006. The STBM programme is a non-subsidized, behavior change driven,
community wide sanitation approach. It constitutes the core of the national
sanitation strategy and is to be implemented by Local Governments in all 508
districts of Indonesia. Where implemented, it has demonstrated sound and
sustainable results. However, the scale of its implementation has been
limited and so the country failed to halve open defecation and to achieve
MDG 7 in 2015. Today, still 51 million Indonesians do not have access to a
sanitation facility.

SNV is launching in 2016 a five year programme entitled Voice for Change
Partnership (V4C). The programme will be implemented in six countries:
Burkina-Faso, Honduras, Ghana, Kenya, Rwanda and Indonesia. In Indonesia,
one of the topics that will be addressed through the programme are Water,
Sanitation and Hygiene (WASH) specifically in sanitation sector. The V4C
programme aligns with Sanitasi Total Berbasis Masyarakat (STBM) of the
Indonesian governments and it will contribute for the achievement of the
national target of 100% sanitation coverage by 2019 as well as to SDG 6,
notably target 6.2 “Achieve access to adequate and equitable sanitation &
hygiene for all and end open defecation, paying special attention to the
needs of women and girls and those in vulnerable situations by 2030″.

SNV Netherlands Development Organisation is starting up the V4C programme
for WASH in four locations in Sumatra Barat and Lampung: Padang Pariaman,
Sijunjung, Pringsewu and Lampung Selatan. Ministry of Health (MOH) leads the
program in collaboration with Bappenas, Home Affairs (MOHA), Public Works
(MPW) and Education (MOE). The V4C programme will have to provide evidence
that highlights the importance of sanitation for human, environmental and
economic development and that demonstrate the relevance and adequateness of
the STBM programme to deliver sustainable and cost-efficient results in the
above-mentioned locations.

B. OBJECTIVES

The overall objective of this analysis is to systematically investigate
supply and demand for sanitation products and services across the program
locations in West Sumatra Province.

The specific objectives of the SSC analysis are as follows:

1. A comprehensive analysis of the current sanitation supply chain and
the environment in which it operates, including input suppliers,
wholesalers, retailers, transport service providers, masons and financial
institutions.

2. A clear assessment of the current organizational and technical
capacity of the actors engaged in the sanitation supply chain.

3. A list of available sanitation products and services by location,
cost, characteristics and distribution channels.

4. A detailed and well-structured analysis of consumer needs and
preferences.

5. A critical analysis on the potential gaps between the existing supply
chain and the consumers’ needs and preferences

6. Recommendations for interventions that could support improvement in
market-based access to sanitation products and services to households.

The study also explores linkage with microfinance sector. A complete
analysis on microfinance market to systematically investigate the
availability of microfinance schemes and other source of funding such as
village fund through BUMDes. This could be possibly linked with sanitation
entrepreneur, building material retailers/wholesaler, masons and the
community across the program locations. The specific objectives of this
microfinance report are as follows:

1. A comprehensive analysis of the existing microfinance schemes or
financial institutions in the program locations and their clients
2. Microcredits aiming to improve access to sanitation at household
level and/or activity relate to waste management
3. Microcredits for small and medium enterprises for sanitation
investments and/or activity relate to waste management
4. Microcredits for sanitation and/or activity relate to waste
management improvement for low income communities

The research is expected to assist in design of interventions that
strengthen market-based solutions for a variety of sanitation consumer
needs, including the identification of pro-poor support mechanisms.

All document prepared should be in Indonesian, with report summary of two
pages in English. For discussion/dissemination purpose, a presentation in
PowerPoint should be prepared in English and Indonesian.

C. METHODOLOGY

Sanitation Supply Chain as the tools for the Sanitation Project preferably
using demand driven methodology. Overall, the Sanitation Supply Chain study
will consist of three major types of research methodologies that in turn aim
to provide a holistic supply chain analysis. It hopes to combine information
from the market regarding market demand (beneficiaries’ ideal product and
product perception), existing sanitation supply chain products and services
as well as the access to finance aspect. The study is a qualitative study
that using data collection, such as in-depth interviews, small group
discussions, focused group discussion (FGDs) and observations.

The consultant will be required to develop a research protocol, which
details the methodology, hypothesis and tools to be employed at each stage
of the research.

D. TIMEFRAME

After receiving inputs from SNV on report draft, final versions of the study
(the report and the data) should be delivered by early of November 2017. A
tentative timeline and indicative level of effort are set out in the table
below:

E. DELIVERABLES

The consultants are expected to deliver one report (West Sumatra) that meet
the following conditions:

1. An executive summary (in English)
2. A methodological chapter describing the conceptual approach used,
methods and tools, as well as steps taken in conducting the research,
challenges and limitations of the findings
3. Strategic recommendations for addressing the constraints and
opportunities identified based on market demand and supply chain assessment
4. In annex: research tools, field work logbook (listing number and
location of FGDS and KII, and number of participants in FGDs and KII,
distinguishing male/female)

For discussion/dissemination purpose, a presentation in PowerPoint should be
prepared in English and Indonesian. Consultant has to provide two reports
(for SSC analysis and exploring linkage with microfinance or other
sanitation funding resources such as BUMDes).

F. QUALIFICATIONS

The consultants should constitute a multi-disciplinary research team that
includes market/economics experts and professionals in the field of
behavioral science, preferably has previous experience with sanitation
issues is highly desirable. The consultants should have experience in
leading and facilitating participatory formative research. The consultants
must be fluent in Indonesian and able to write reports in English.

G. Duration of The Contract

Duration of the contract to be expected starting from 07 August 2017 through
to 01 December 2017

H. IMPLEMENTATION ARRANGEMENT

The consultant will report to the Technical Project Officer Advocacy WASH
and CSOs partner in project location, under the supervision of the V4C
programme manager.

undertaking assignment cannot be changed during the study period without
prior approval of SNV. The proposal should include:
