Consultant: Addition of a Module for Recording and Reporting Early Detection of Pediatric Cancer to SIMPUS in Semarang City

Background
In 2023, the Ministry of Health (Kemenkes) launched the Guidelines for Early Detection of Childhood Cancer. These guidelines aim to enable Puskesmas (Community Health Center) staff to recognize the early signs and symptoms of childhood cancer and to carry out initial management and referral to hospitals. CHAI Indonesia has supported the Ministry of Health in disseminating and implementing these guidelines in West Java Province, particularly in Bogor and Bandung, as well as in DKI Jakarta.
In 2025, the guidelines were revised based on updates from the Pan American Health Organization (PAHO) and an evaluation conducted by the Ministry of Health and the Indonesian Pediatric Society (IDAI). The revision covered the recording and reporting forms as well as their usage procedures.
In 2026, CHAI continued its support for childhood cancer efforts by expanding into Central Java, specifically Semarang City. Based on a situational analysis conducted from February to April 2026, the Semarang City Health Office (Dinkes) had already been using a digital-based SIMPUS (Puskesmas Information Management System) to support services at 40 Puskesmas.
To implement Early Detection of Childhood Cancer, capacity building is needed for Puskesmas staff, along with the addition of a related Recording and Reporting module. This module will be one of the main topics covered during capacity building, given that all recording and reporting is now digital-based.
The SIMPUS used by the Semarang City Health Office was developed in-house. However, due to the current high workload—with 4 systems currently under development—consultant support is needed to assist with the development process. CHAI is looking for a team or individual to develop the recording and reporting module for Early Detection of Childhood Cancer within the SIMPUS at the Semarang City Health Office, and will collaborate with the Semarang City Health Office throughout the process. This document serves as a reference for the purpose of adding this module to the SIMPUS.
Objective
The consultant is expected to develop the SIMPUS by adding a Recording and Reporting module for Early Detection of Childhood Cancer
Scope of Work (SoW)
- Adding an early detection form for childhood cancer based on the guidelines for early detection of childhood cancer, including the processes for register, recapitulation and report generation.
- Delivering and training DHO and PHC staff in the use of the early detection module for childhood cancer.
- Provide maintenance including fixes and revisions until the tool is in final use.
Deliverables
- Accessible early detection module (include record and report) on PHC information system with all menus functionally.
- Accessible online dashboard with all menus functionally.
- Final report.
Timeline and Location
The consultant may work from anywhere; however, at least one coordination meeting or progress update with the Semarang City Health Office (Dinkes) and CHAI is required per week. The timeline is as follows:
Budget Ceiling
The budget estimate for this project is up to IDR 45.000.000, inclusive of consultant honorarium. Payment will be made at the end of project.
Qualifications
- Minimum bachelor in IT/Computer.
- Expert in PHP, HTML, JavaScript, AJAX & MySQL, with framework: CI, Laravel or other.
- Has experience in dashboard development by showing captures of the dashboard.
- Have ability to work with agile product development teams.
- Can communicate in English in writing and speaking.
Review & selection process
Proposal Requirements and Structure
Proposals should be submitted in English and should include the following:
- Individual CV and portfolio
- Technical proposal: understanding of the assignment; the proposed approach and methodology for developing pediatric cancer early detection in SIMPUS Semarang City Health Office; a work plan and schedule mapped to the organization-level milestones; and the approach to co-development, knowledge transfer, and handover to Semarang City Health Office staff
- Relevant experience and references: comparable projects with contactable references, including at least one health information system or national digital health platform integration
- Financial proposal: a detailed budget broken down by personnel and milestone, inclusive of applicable taxes
Proposals will be evaluated on technical approach and methodology; portfolio and relevant experience; demonstrated understanding of SIMPUS in Semarang City Health Office and interoperability standards to SATUSEHAT; approach to sustainability and knowledge transfer; and value for money.
