About FLARE
FLARE (Fostering Linkages for Actionable Reform of Economy) is a joint strategy operationalized as a joint programme portfolio led by BLESS Indonesia Foundation and Koalisi Ekonomi Membumi (KEM). FLARE’s vision is that by 2045, Responsible Bioeconomy as a solution to climate crisis becomes a significant part of Indonesia’s Economy. This transformation is possible only when government and market system actors, leaders and collectives are resilient and adaptive, able to move in cohesive rhythm to consistently enforce and sustain strong, investable Responsible Economy value chain ecosystem. In practical sense, it aims to support Indonesia’s transition from an extractive economic model towards a responsible bioeconomy that protects forests and ecosystems, improves livelihoods, and strengthens individual resilience through systemic change by three levers : policy, market and human capital system.

Role-Specific Core Competencies
| Strong strategic and systemic thinking: able to see links between policy, value chains, finance, leadership, and narrative, and to translate that into coherent fundraising strategies and deals. | Looks beyond individual funding opportunities to understand how different parts of the FLARE ecosystem connect. The Associate identifies links, gaps, dependencies, and potential synergies across policy, value chains, finance, leadership, and narrative, and translates them into clear funding propositions, partner configurations, and coherent proposals. They can distinguish between a merely eligible opportunity and one that strategically advances FLARE’s wider goals. | |
| Excellent relationship-building and negotiation skills, comfortable engaging senior-level decision-makers across very different cultures and institutions. | Builds credible, long-term relationships with donors, investors, government actors, technical partners, and network members. Communicates comfortably with senior decision-makers, adapts their approach across institutional and cultural contexts, and negotiates priorities, roles, budgets, and expectations constructively—without compromising shared values or damaging trust. | |
| High political acumen and emotional intelligence; able to balance interests of multiple organisations and partners while maintaining trust and neutrality. | Reads institutional interests, power dynamics, sensitivities, and unspoken concerns across a multi-organisation partnership. Navigates differences discreetly, protects confidentiality, anticipates potential tensions, and helps find fair pathways forward while maintaining the JFU’s neutrality and the trust of all partners. | |
| Superior writing, synthesis and presentation skills for diverse audiences (technical, political, philanthropic, financial). | Turns complex and sometimes fragmented technical inputs into clear, persuasive, and accurate proposals, briefs, presentations, talking points, and donor communications. Tailors the framing and level of detail for technical, political, philanthropic, and financial audiences without losing the substance or overstating claims. | |
| Proven ability to design and manage processes (pipelines, approvals, coordination routines) that are disciplined yet light-touch and human-centred, using empathy-based, trust-based approaches that keep people engaged, treat everyone with dignity, and balance clear rules with real-world complexity and nuance. | Keeps the fundraising pipeline, opportunity assessments, approvals, proposal development, and partner coordination moving with clear responsibilities, timelines, and documentation. Designs processes that provide sufficient discipline and accountability without creating unnecessary bureaucracy, and follows up with empathy, consistency, and respect for partners’ different capacities and constraints. | |
| Demonstrated open-mindedness, able to work in ambiguity, adapt to shifting contexts and donor signals, and co-create solutions with partners rather than enforcing rigid templates. | Works constructively with incomplete information, changing donor signals, and evolving partner priorities. Tests assumptions, adapts strategies when circumstances change, and co-creates practical solutions with partners instead of forcing opportunities into predetermined formats or models. | |
| Have strong learning orientation, curious, reflective, willing to unlearn old habits when they no longer fit, and proactive in seeking new fundraising models, instruments and partnership approaches. | Actively follows emerging fundraising models, financial instruments, donor priorities, and partnership approaches. Seeks and applies feedback, reflects on both successful and unsuccessful bids, captures lessons for the wider partnership, and is willing to change established practices when evidence shows that a different approach would work better. | |
