Call for Proposal Canal Blocking for Sustainable Peatland Management

Background
The FINCAPES (Flood Impacts, Carbon Pricing, and Ecosystem Sustainability) project is a multi-stakeholder initiative designed with a gender-responsive approach to support Indonesia in adapting to climate change, mitigating its impacts, and conserving biodiversity in a socially and economically sustainable way. FINCAPES is jointly implemented by the Faculty of Mathematics and Faculty of Environment at the University of Waterloo, funded by Global Affairs Canada. It is a 5.5-year initiative aimed at building capacity within government institutions, universities, and relevant partners. In collaboration with IPB University, which has extensive experience in restoration and conservation efforts, the FINCAPES project aims to enhance and accelerate Indonesia’s adoption of Nature-based Solutions (NbS) for the restoration and conservation of peatlands and mangroves.
The project supports the establishment and operationalization of a research centre called the IPB Centre for Applied Research in Nature-based Solutions (I-CAN). I-CAN conducts research, field trials, and documentation to develop better NbS practices, aiming to sustainably restore critical peatland and mangrove ecosystems and preserve biodiversity at target locations. These restoration sites serve as living laboratories for I-CAN, offering valuable insights and practical applications for ecosystem restoration and climate change adaptation.
Scope of Work
- Site Assessment and Planning
- Conduct field surveys to identify priority canal sites based on hydrological, ecological, and community considerations.
- Map canal networks, water flow, and surrounding land use to determine suitable blocking points.
- Develop technical designs and construction plans for canal blocking structures (e.g., wooden dams, peat blocks, or permanent structures).
- Community Engagement and Consultation
- Coordinate with local communities, forest farmer groups, and stakeholders to ensure support and participation.
- Conduct consultations to integrate local knowledge into the design and implementation, as well as to assess potential impacts of canal blocking on community lands, ensuring that the intervention benefits their livelihoods and does not negatively affect surrounding areas.
- Construction and Installation
- Procure and mobilize materials, tools, and equipment needed for construction.
- Lead construction activities, ensuring adherence to design, safety, and environmental standards.
- Engage and involve existing local community groups in the implementation process to strengthen ownership, capacity, and sustainability of the intervention.
- Supervise workforce (community members or contractors) engaged in building canal blocks.
- Monitoring and Evaluation
- Monitor water levels and hydrological impacts post-construction at three-month intervals.
- Conduct periodic checks on the integrity and functionality of canal blocking structures.
- Prepare a construction report following installation documenting observations and recommendations regarding construction of the canal blocking (e.g., effectiveness in meeting objectives, challenges faced, involvement of communities, communications, monitoring recommendations).
Proposal Requirements
Interested individuals or agencies must submit a proposal that includes:
- Technical proposal: Demonstrate how your proposed activities align with the objectives and strategies outlined in Annex 1. Technical Brief.
- A brief statement demonstrating an understanding of the assignment
- A summary of past work, preferably related to social, environmental or have involved in water management including personnel’s CV to be involved in the production.
- A proposed work plan, including a task schedule and key milestones.
- Financial proposal: detailing all activities proposed in the technical proposal (template to be provided).
- Names and contact information for three (3) referees familiar with similar work.
- Proposal can be submitted in English.
Proposals are limited to a maximum of ten (10) pages, excluding references and company documents. Please attach supporting documents such as company/organization profiles and portfolios.

Evaluation Criteria
The evaluation of proposals will be based on the following criteria:
- Technical Approach : 30%
Demonstrated understanding of the assignment, creativity in concept development, and feasibility of the proposed methodology, including the ability to meet deadlines and deliver within the proposed schedule.
- Experience and Portfolio : 40%
Past work relevance, quality of previous design of water management, and experience in similar assignments. Experience in engagement of community interests, vulnerable populations and gender-responsive methodologies would be a strong asset.
- Budget Proposal : 30%
Cost-effectiveness of the budget and its alignment with the proposed activities.
FINCAPES’ decision regarding the selection of a contractor is final. Bidders cannot dispute, challenge, or appeal the outcome of the evaluation process once the decision has been made.

| 23 July 2026 | Project Kick off | The selected consultant/firm will commence work with an initial kick-off meeting to align expectations and discuss project timelines. |
