BACKGROUND 

The Coordinator of Monitoring, Evaluation, Reporting, Learning (MERL), and Impact will lead a key pillar of The Asia Foundation Indonesia portfolio supporting the ensuring of high-impact development operations and programming. This coordinator will require strong management and leadership skills to establish a matrix-driven approach within the institution and to serve as a technical expert in measuring impact using diverse, rigorous models. The position will serve on TAF’s senior leadership team while leading an impact pillar. The position will be responsible to providing partial technical support and oversight to the MERL unit and exceptional function of that cross-cutting team.

SUMMARY OF JOB RESPONSIBILITIES

The MERL and Impact Coordinator is responsible for coordinating and strengthening The Asia Foundation Indonesia’s Monitoring, Evaluation, Learning (MERL), and Impact functions across the country portfolio. The role provides technical support to program teams in designing and implementing robust MERL systems, ensuring data quality, evidence generation, and compliance with organizational and donor requirements. The coordinator leads portfolio-level learning, supports impact measurement through qualitative and quantitative analysis, develops impact stories and knowledge products, and facilitates adaptive programming by translating evidence into practical program improvements. Working closely with program teams, partners, consultants, and regional colleagues, the position promotes consistent MERL standards, knowledge management, cross-program learning, and evidence-informed decision-making, while contributing technical inputs to program design, proposal development, evaluations, donor reporting, and organizational learning initiatives.

RELATIONSHIPS

The MERL and Impact Coordinator will have regular contact with:

INTERNAL:

  • Contact with all staff within the Foundation’s Indonesia offices, Foundation’s regional units, and communities of practice.
  • Program Directors and Program Officers, including Communication Officers, in the Foundation offices.

EXTERNAL:

  • Current and prospective Indonesian partner organizations–NGOs and government agencies, research organizations, universities, media institutions
  • Bilateral and multilateral donors in Indonesia, other international NGOs, agencies, embassies, and bilateral aid programs.
  • Program stakeholders, including local communities in program areas.

JOB FUNCTIONS

  1. MERL Coordination and Quality Assurance
  • Coordinate the implementation and continuous improvement of The Asia Foundation Indonesia’s Monitoring, Evaluation, Reporting, Learning (MERL), and Impact systems across the country portfolio.
  • Ensure MERL approaches, tools, and reporting practices are consistent, practical, and aligned with donor requirements, organizational standards, and the Foundation’s strategic priorities.
  • Coordinate the development and maintenance of portfolio-level MERL frameworks, indicator reference sheets, data collection tools, and reporting templates.
  • Support data quality assurance processes, including routine data verification, validation, and quality reviews.
  • Promote consistent data governance, documentation, and evidence management across programs.
  1. Impact Measurement and Learning
  • Coordinate the collection, analysis, and synthesis of quantitative and qualitative evidence to assess program performance, outcomes, and emerging impacts.
  • Lead the development of impact stories, learning products, outcome harvesting, case studies, and other evidence products that demonstrate program contributions and organizational impact.
  • Support portfolio-level analysis to identify trends, cross-program learning, and opportunities for strategic improvement.
  • Facilitate regular learning and reflection sessions to strengthen adaptive programming and evidence-informed decision-making.
  1. Technical Support to Programs
  • Provide technical guidance to program teams on MERL design, theories of change, logical frameworks, indicators, evaluation methodologies, and learning approaches.
  • Support program teams in developing monitoring plans, baseline and endline studies, assessments, evaluations, and research activities where required.
  • Contribute technical inputs to proposal development, donor reporting, and program design by ensuring robust evidence, measurable results, and learning considerations are incorporated.
  • Work closely with program teams to strengthen evidence generation throughout the project cycle.
  1. Knowledge Management and Adaptive Programming
  • Coordinate systems for capturing, documenting, and sharing program knowledge, lessons learned, innovations, and good practices across the portfolio.
  • Support adaptive management by facilitating evidence-based reflection and translating learning into practical program improvements.
  • Contribute to the development of methodologies and tools that strengthen organizational learning and improve program effectiveness.
  • Support collaboration with technical specialists, consultants, and the Foundation’s regional MERL community to strengthen technical quality and innovation.
  1. Representation and Collaboration
  • Represent the Foundation in MERL and evaluation-related technical meetings, workshops, learning forums, and working groups as assigned.
  • Build collaborative relationships with implementing partners, consultants, researchers, and donor MERL counterparts to strengthen evidence generation and learning.
  • Contribute to publications, knowledge products, presentations, and technical documentation showcasing the Foundation’s work and impact.
  • Collaborate with regional and global Foundation colleagues to promote knowledge exchange and adoption of good MERL practices.

Other Responsibilities

  • Support organizational initiatives that strengthen the Foundation’s impact, learning culture, and evidence-informed programming.
  • Contribute to strategic initiatives related to organizational performance, portfolio learning, and program quality as assigned.
  • Undertake other duties consistent with the role as assigned by the Deputy Country Representative or Country Representative.
  • Updating literature that disseminates the nature and impact of our work.

REQUIREMENTS

EXPERIENCE:

Managerial and Leadership:

The coordinator position requires communication, financial oversight, supervisory, and interpersonal skills to manage a team, alongside the technical skills below, which are unique and distinct from those of a management position.

  • Minimum 10 years of experience in the development sector, government, civil society, or academic institutions, and at least eight years in a monitoring, evaluation, research, or learning-specific position within the field;
  • Strong program management skills as they relate to monitoring, evaluation, reporting, and learning (MERL);
  • Demonstrated experience in learning and adaptive management;
  • Excellent verbal and written communication skills;
  • A willingness to work closely in team settings with other staff and partners;
  • A proactive and independent work style;
  • Demonstrated in-depth knowledge of Indonesia’s political, economic, and social context.
  • Experience in report writing of publishable quality;
  • Some experience in financial and grants management, budget control, and managing development projects.

Technical:
Specific technical skills required include formal training and/or demonstrated work experience qualitative/quantitative research and evaluation methodology, data collection tools, developmental evaluation, outcome harvesting, impact evaluation (including randomized control trials), perception survey design and sampling modalities, field data collection, data storage and analysis methods and tools, research ethics and board review/approval experience, oral communication, data software fluency (e.g., SPSS, STATA, SAS, PowerBI), cost benefit analysis, statistics fluency and experience with regression analysis, data visualization software fluency, open data protocol and hygiene, knowledge management and dissemination approaches.

EDUCATION

Minimum Master’s degree or advanced degree in economics, international development, public policy, law, environmental science, or other relevant disciplines.
