ASEAN Engagement Lead and Technical Workstream Manager on the Financial Services Pillar of the ASEAN Economic Integration Programme

Cadmus is implementing the Financial Services Pillar (FSP) of the ASEAN Economic Integration Programme (AEIP). The AEIP is funded by the UK Foreign, Commonwealth and Development Office (FCDO), and supports inclusive and sustainable economic growth across the ASEAN region by improving access to finance and enhancing financial and digital literacy.

Cadmus would like to invite interested candidates to apply for the position of ASEAN Engagement Lead and Technical Workstream Manager.

The ASEAN Engagement Lead and Technical Workstream Manager will lead ASEAN-facing engagement, stakeholder coordination and strategic positioning of the programme within ASEAN systems and processes. As a member of the Service Provider Management Team (SPMT), they will work closely with the Team Leader, ASEAN Secretariat, ASEAN sectoral bodies and ASEAN Member States (AMS) to secure buy-in, approvals and alignment for programme initiatives.

The role combines responsibility for managing key ASEAN stakeholder relationships with accountability for the delivery of assigned technical workstreams. The postholder will ensure that programme activities remain aligned with ASEAN priorities, are effectively coordinated across stakeholders and are delivered in a timely, high-quality and well-managed manner. They will oversee the planning, implementation and monitoring of assigned workstreams, manage delivery partners and consultants, and proactively identify and address risks, opportunities and stakeholder dynamics to support successful programme delivery.

Qualifications and Experience

  • Master’s degree in Economics, Finance, Public Policy, International Relations, Development Studies, Business Administration or a related field. Additional professional qualifications are desirable.
  • Minimum of 10 years of relevant professional experience, including experience working with governments, regional organisations, donor-funded programmes or international development projects.
  • Demonstrated experience in financial sector development, financial inclusion, digital finance, financial regulation, financial supervision or related fields.
  • Demonstrated knowledge and experience of at least two thematic issues, including national financial inclusion strategies and measurement methodologies, cross-border retail payments, alternative data and open finance, non-bank supervision of digital and platform lending, technology enabled consumer decision-making and protection, and development and implementation of financial inclusion learning roadmaps.
  • Experience engaging with senior government officials, regulators, policymakers, financial institutions and development partners. Experience working with ASEAN institutions or ASEAN Member States is highly desirable.
  • Proven understanding of ASEAN processes, stakeholder engagement and regional cooperation mechanisms.
  • Proven ability to build and maintain effective stakeholder relationships and navigate complex political and institutional environments.
  • Experience managing projects, technical assistance initiatives or technical workstreams, including oversight of consultants and delivery partners.
  • Strong coordination and problem-solving skills, with the ability to manage multiple priorities and proactively address delivery risks and challenges.
  • Excellent written and verbal communication skills, including experience preparing reports, concept notes, presentations and stakeholder-facing materials.
  • Fluency in English (reading, writing and speaking) and legal authorisation to work in Indonesia without sponsorship.

FSP Team Leader

1.     Role Purpose

Leads ASEAN-facing engagement and ensures the programme is strategically positioned, endorsed and effectively delivered within ASEAN systems. The role combines a horizontal mandate for ASEAN engagement, stakeholder alignment and programme positioning across the programme with a vertical mandate for technical workstream management and delivery responsibility for assigned workstreams.

2.     Authority & Decision-Making

The ASEAN Engagement & Technical Workstream Manager has authority to manage and represent programme relationships with ASEC, ASEAN sectoral bodies and relevant AMS counterparts, and to determine and adapt engagement approaches, sequencing and stakeholder strategies as needed, in collaboration with the Team Leader.

Within assigned workstreams, the role holder has authority to make day-to-day operational decisions, prioritise delivery activities and manage implementation within agreed scope, budgets and workplans.

Approval from the Team Leader is required for:

  • Changes to programme strategy or thematic direction
  • Commitments with political, reputational or financial implications
  • Major changes to the scope of projects or initiatives
  • Significant budget reallocations or major delivery deviations
  • Technical decisions that materially affect programme methodology, architecture or overall programme coherence

3.     Not Accountable For

The ASEAN Engagement & Technical Workstream Manager is not accountable for:

  • Overall programme strategy and thematic direction, which sit with the Team Leader
  • Overall technical methodology, quality assurance and cross-programme technical coherence, which sit with the Team Leader in their Technical Lead function
  • Programme-wide financial management, operational systems, compliance, contracting and resource administration, which sit with the Head of Finance and Operations
  • Programme-wide results frameworks, indicators and reporting architecture, which sit with the designated monitoring, evaluation and learning function

The role contributes to and informs these areas where relevant but does not hold final accountability for them.

4.     Performance Expectations

  • Strong and trusted relationships across ASEAN stakeholders, including AMS.
  • Timely approvals and endorsements
  • Consistent ASEAN-facing alignment and no avoidable stakeholder surprises

5.     Core Responsibilities

A. ASEAN Engagement & Strategic Programme Positioning (Horizontal)

  • Own relationships with ASEC, ASEAN sectoral bodies and AMS counterparts, and lead engagement to secure formal approvals, endorsements and sustained buy-in for pillar initiatives, as well as informal steer or agreement to proceed where relevant
  • Act as the central coordination point for ASEAN-facing communication
  • Guide pillar and project teams on ASEAN requirements, protocols and engagement approaches
  • Maintain structured and predictable communication flows with ASEAN stakeholders
  • Build and maintain trusted relationships across ASEAN institutions and AMS counterparts
  • Identify and engage country champions for relevant pillar workstreams
  • Facilitate dialogue across sectoral bodies and through intersessional processes where needed
  • Ensure visibility and relevance of the pillar within ASEAN discussions and processes
  • Identify emerging risks and opportunities within ASEAN and feed these into pillar leadership and programme direction
  • Maintain oversight of relevant developments within ASEAN and ASEC and advise on engagement strategy accordingly
  • Position pillar initiatives and workstreams within ASEAN priorities, processes and political dynamics
  • Ensure concepts and activities are aligned with ASEAN priorities and approval pathways
  • Responsible for developing internal and external project documentation including concept notes, project briefs, presentations and update reports (internal, ASEAN, AMS and FCDO-facing)
  • Contribute to pillar rationale, narrative and overall strategic coherence

B. Technical Workstream Management & Delivery (Vertical – Assigned Workstream)

  • Own the management and delivery of assigned technical workstreams end-to-end
  • Act as workstream manager and principal point of contact, maintaining full visibility of progress, issues and stakeholder dynamics
  • Manage sub-contractors, delivery partners and relevant stakeholders associated with assigned workstreams
  • Manage workstream budgets and utilisation in coordination with the Cadmus UK Programme Manager, ensuring delivery remains within agreed scope, budget and quality standards
  • Coordinate workstream activities and ensure effective sequencing across contributors and delivery partners
  • Ensure outputs are prepared and submitted on time for technical review
  • Track progress and proactively resolve delivery bottlenecks
  • Identify, manage and escalate risks early and through appropriate channels
  • Maintain oversight of workstream implementation and ensure delivery commitments are met
