Request for Proposals Local Accelerator Delivery Services for the Innovation and Technology Fund (ITF)

Background

The Government of the United Kingdom, through the Foreign, Commonwealth and Development Office (FCDO), in partnership with Indonesia’s Ministry of National Development Planning (BAPPENAS), is implementing the second phase of the Low Carbon Development Initiative (LCDI2) for the 2023–2027 period. The programme is managed by Oxford Policy Management Limited (OPML) and supports Indonesia’s transition toward a low-carbon economy by strengthening policy frameworks, integrating climate action into development planning, and piloting innovative technologies at the subnational level.

One of the initiatives under LCDI2 is the Innovation and Technology Fund (ITF), a grant facility managed by the Indonesian Environment Fund (BPDLH) with technical support from OPML. The ITF supports early-stage climate innovation projects that demonstrate the feasibility and scalability of low-carbon solutions across the energy, transport, agriculture/forestry/land use (AFOLU), waste, and marine and coastal ecosystem sectors.

The ITF grant mechanism is to be supplemented by an Accelerator Programme – this will be a structured technical assistance facility intended to strengthen the commercial, operational and institutional readiness of ITF grantees so that they are better placed to deliver, sustain and where relevant, scale their pilot projects. Two batches of grantees have been selected to date (“Batch 1” and “Batch 2”), totalling eight projects across a range of sectors and entity types, including private companies, a university faculty, and community-linked initiatives. Grantee details are provided at Annex A.

OPML is now seeking to appoint a local Accelerator Delivery Partner to design and deliver this technical assistance. BPDLH is not a delivery party to this contract but the successful bidder will be expected to liaise with BPDLH as appropriate over the course of the assignment.

LCDI2 has a clear commitment to gender equality, disability and social inclusion (GEDSI). Each grantee has separately agreed a GEDSI action plan as a condition of its grant, which is owned and monitored by OPML’s dedicated GEDSI specialist. This assignment does not duplicate that workstream. However, bidders are expected to liaise with OPML’s GEDSI specialist and support each grantee’s existing GEDSI action plan through the accelerator where a genuine need is identified (see Section 8).

Objective

The overall objective of this assignment is to strengthen the commercial, operational and institutional readiness of ITF grantees through tailored, high-quality technical assistance, delivered fairly and consistently across a diverse cohort.

Scope of Work

The assignment is structured in five phases, indicatively as follows. Bidders should propose a realistic delivery plan against this structure, adjusting sequencing where a stronger rationale exists.

  • Phase 1 — Mobilisation (September 2026)
  • Phase 2 — Bootcamp(s) (October 2026)
  • Phase 3 — Site Visits and Needs Assessment Finalisation (October–November 2026)
  • Phase 4 — Accelerator Support Delivery (November 2026 – February 2027)
  • Phase 5 — Reporting and Programme Close (March 2027)

How to Apply

Interested bidders are requested to read the attached ToR & RFP carefully and ensure that their proposals fully comply with the requirements and instructions set out in the RFP.

Bidders must submit proposal by email to a5043procurement@opml.co.uk with the subject: Local Accelerator Delivery Services for the ITF.

The complete proposal must be received no later than 22 July 2026 at 23:00 WIB (Western Indonesia Time). It is the sole responsibility of the bidder to ensure that the proposal is received before the submission deadline. Proposals received after this time will not be accepted or considered.
