I.                   
Overview

 

The
Indonesia Sustainable Ecosystems Advanced (SEA) Project is a five-year contract
that supports the Government of Indonesia to conserve biological diversity and
improve the governance of marine resources at local, district, provincial and
national levels. By using an ecosystem-based approach to management and
engaging key stakeholders, the SEA Project will 1) enhance conservation and sustainable use of marine resources by reforming fisheries management and
promoting marine protected areas to enhance fisheries productivity, food and nutrition security, and
sustainable livelihoods within the target area; and 2) strengthen the leadership role and capacity
of the Ministry of Marine Affairs and Fisheries and local governments to promote conservation
and sustainable fishing. The SEA Project is implemented by Tetra Tech and a
consortium of partners that includes Wildlife Conservation Society (WCS), Coral
Triangle Center (CTC) and WWF-Indonesia (WWF). The SEA Project will run from
March 2016 through March 2021.

 

The SEA Project is predicated on an ecosystem approach
to fisheries and marine resources management, which implies that it will
integrate across sectors and assist in the development of plans and
implementation actions that address biophysical, governance and socio-economic
concerns.  To accomplish this vision of
ecosystem approach and integration, it will need to formulate a consistent
level of baseline information for project areas so that actions and longer-term
plans will truly address the underlying issues and threats to the geographic
areas of focus.  Such an approach will also
provide a model for other areas in Indonesia and a systematic means of scaling
up coastal and marine resource management by local districts, provinces and the
national government.

 

The SEA Project will implement activities in the three
provinces —West Papua, North Maluku, and Maluku Provinces—that lie within
Indonesia’s Fishery Management Zone WWP-715. This zone was chosen to be the
site of the SEA Project because of the area’s high marine biodiversity, status
as a national priority area for fisheries, the presence of small island
provinces/districts, high rates of extreme poverty and high vulnerability to
climate change. The project will also operate at a national scale to support
specific activities of the Ministry of Marine Affaires and Fisheries.

 

II.                 
Background

 

At the end of five years,
the SEA project is expected to improve the conservation and management of
Indonesia’s marine biodiversity through improved capacity and practical

application of marine conservation and sustainable fisheries management.
High-level results that must be achieved by the completion of the project are:

1.      
At
least six million hectares in the target WPP or sub-WPP under improved
fisheries management as a result of USG assistance, measured through the MMAF
EAFM and MPA Effectiveness Index scores or other approved national or
international standards, disaggregated by national, provincial and district
jurisdiction, and by whether within or outside MPAs.

2.      
At
least six policies, laws, regulations, and/or operational protocols in support
of marine conservation and sustainable fisheries management created,
strengthened, promulgated, and/or enforced at all levels.

3.      
Key
drivers and highest-rated pressures to marine biodiversity show a declining
trend in the target areas.

The key aspects to the
successful achievement of SEA Project objectives include effective project
administration, finance, and adaptive management.  The SEA Project will recruit the  Finance Assistant to provide support on
administrative and Finance aspects of the project.

 

JOB SUMMARY:

 

The Finance Assistant will
work under the supervision of and directly support the Finance Officer in
processing payments, data entry, bank reconciliation, preparing monthly
financial report, review of Landscape office’s monthly reports and review of
Grantee’s financial reports.

 

MAIN RESPONSIBILITIES
AND TASKS:

1.      
Assist in the closing of monthly
accounts and preparing financial statements for submission to the Headquarters.

2.      
Review accounting transactions, Grantee
Financial Reports, Regional Office monthly reports, and final payments.

3.      
To ensure correctness of disbursements
and adherence to relevant staff rules, financial regulations and rules,
administrative instructions and practices.

4.      
Review and track travel advances and
expense reports to ensure all advances are reconciled in compliance with USAID
SEA policies and all staff travel is approved prior to issuing an advance.

5.      
Assist in processing payments to
suppliers/vendors and subcontractors for goods and services.

6.      
Assist in reconciling bank statements
for funds in foreign and local currencies.

7.      
Provide guidance to Regional Staff,
Grantees, and Subcontractors as required.

8.      
Assist in processing VAT exemption.

9.      
Maintain adequate, up-to date, and
audit proof financial files; and

10.   
Perform other tasks and assignments as
and when required by supervisor or COP or DCOP in relevant component
deliverable

 

QUALIFICATIONS:

(MINIMUM REQUIREMENTS)

 

EDUCATION:                       

 

University
degree in relevant subject matter such as Finance, Economics or Accounting

(relevant
experience may substitute for the degrees mentioned).

 

WORK EXPERIENCE:

 

1. Minimum of 2 years’
experience in an equivalent position.

2. Experience in processing
payments, internet banking.

3. Experience working in a
similar position for an NGO or an international organization is required.

4. Experience with accounting
software such as QuickBooks is preferred but not required.

5. Native fluency in spoken and
written Indonesian.

6. Professional competency in

spoken and written English.

7. Must have the ability to work
effectively in a fast-paced, stressful environment.

8. Must be flexible, willing to
perform other duties and work irregular hours.

9. Able to communicate fluently
and effectively.

10. Excellent interpersonal
skills, including patience, diplomacy, willingness to listen and respect for
colleagues.

11. Must be capable of working
both individually and as part of a team.

12. Must also be able to create
a supportive working relationship among all project teams.

13. Ability to engage in
activities occurring in multiple field sites with multiple stakeholders across
Indonesia.

14. Willingness to travel
extensively in Indonesia.
