Dear Potential Bidders,DAI, implementer of the USAID funded Indonesia Urban Water, Sanitation and Hygiene Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) Project, invites qualified bidders to submit proposals/bids for Consultant for Modification Customer Census Android Apps and Web Application Developer IUWASH PLUS, DAI, USAID.Background The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:I. An increase of one million people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and II. An increase of 500,000 people in urban areas with access to safely managed sanitation and all of whom are from the “B40”, vulnerable groups or Indonesia’s eastern provinces. To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. ObjectiveThis SoW is for a PO/Individual for an Application Developer to modify design of the android based application, which is already developed, in combination with online web-based portal, to enable donor and/or Government programs to conduct rapid Septic Tank surveys. Result of modification application will be test in several IUWASH PLUS locations and final result will be included in an operations manual (in Indonesian language). After the application is successfully updated, the Application Developer will modify the web-based portal linkages to the FSM operator customer database systems.SPECIAL TERMS & CONDITIONS / SPECIFIC CRITERIATiming/Assignment DurationThe Short Term Consultant will have to complete the deliverables within maximum 3 monthsReporting & working environmentThe Application Developer reports officially to Sanitation Coordinator Component 2, but for day-to day can appoint other appropriate senior IUWASH PLUS staff. Application Developer will be working in Jakarta, preferably from home and only coming to IUWASH PLUS office for progress meetings. Application Developer will provide regular update on progress by email to Sanitation Coordinator or other designated IUWASH PLUS staff. IUWASH PLUS team will provide technical and administrative support to the Application Developer with meetings, data and information materials, etc. Application Developer should write (pointer) monthly progress reports (bulleted, submit by email). Travel arrangements within Jakarta will be arranged by the Application Developer. Testing of application in nearby IUWASH PLUS cities (Kabupaten Bogor & Kota Depok) will be arranged by IUWASH PLUS & printing cost of the reports & manual will be covered by consultant.Required Qualifications and ExperienceThe candidate should have an S-1 bachelors’ degree in Engineering, Information Technology or Communication, with minimum 5 years experience in IT programming, GIS, and program development working with government, education, or the private sector.
