Request for Applications: : Local Finance Evaluators (LFE) for Sub Recipient GWL-INA under ISEAN Hivos Program in Extension Phase

The Islands of Southeast Asia Network on Male and
Transgender Sexual Health (ISEAN) and the Humanist Institute for Co-operation
with Developing Countries (Hivos) jointly implements the ISEAN Hivos Program supported
by Global Fund Round 10. This program has the main goal of reducing the risks, vulnerability and impact of HIV and AIDS on the lives of MSM
and transgender community in Island Southeast Asia Nations. It intends to address critical gaps in
supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs. The
Program is now on its Extension Phase of implementation, Hivos, as the
Principal Recipient of the grant, is seeking capable Local Finance Evaluators (LFE)
for the ISEAN-Hivos Program to review the
annual finance reports of the ISEAN Hivos Sub-Recipients (SRs) also to help SRs better prepare for the
required Global Fund reporting requirements as well as serve as mentor towards
further improvements in their finance management capacities.

 Tasks:

  1. LFE Review of the financial transactions of SR
    from periods (October,
    2016 to September, 2017), as per
    schedule.
  2. Review SR reports to PR and SSR
    reports to SR (if applicable), including giving feedback and recommendations on the SR report to the PR (including
    program and finance components) for the annual reporting period covered
  3. Provide feedback and recommendations on the annual SR report to
    the PR (including program and finance components) for the period covered
  4. Provide feedback and instructions to SR staff towards improvement
    financial management and reporting
  5. Follow up of the developments since the last LFE
    reviews conducted at the SR level. 
  6. Develop a consultant end-of-task report (LFE
    Report) in relation to the activity.
  7. Develop LFE summary report for Phase 2 Extension.

 

Key Qualifications:

  1. Established expertise in the Finance Management, Audits and
    Accounting
  2. Previous experience as IHP LFE, preferred
  3. Familiarity with Global Fund Program’s finance management
    requirements and reporting systems;
  4. Higher level education
    in accountancy and/or finance;
  5. Higher level experience
    in conducting organizational audits strongly preferred.
  6. Familiarly with the concerns and M&E needs of organizations related
    to HIV-AIDS, and with MSM and TGs in a South East Asian regional context;
  7. Well established
    history in conducting financial evaluations /audit of NGOs, preferably in
    the area of health program implementation.
  8. Preferably with experience
    working with Community Based Organizations in program or financial management
    contexts.
  9. Preferably with advanced degree in Finance Management, Accounting or
    similar.
  10. Fluency in written and spoken English
