Finance Project Officer
1. Background
DevCAFE is implementing a multi-country project under the EU–ASEAN program supporting collaboration between Technical and Vocational Education and Training (TVET) institutions across Southeast Asia. The project involves coordination with partner institutions in multiple countries and requires structured financial documentation and reimbursement processes. To support project implementation and ensure compliance with donor financial procedures, DevCAFE requires a part-time Finance Officer to assist with financial documentation management, partner guidance, and reporting support. The engagement type will be a deliverable-based short-term consultancy with estimated duration of consultancy from March – December 2026.
2. Scope of Work
Financial Procedures and Partner Guidance
● Support the operationalization of project financial procedures for partner institutions.
● Provide guidance to project partners on required financial documentation and reimbursement processes.
● Assist in explaining financial procedures during project briefings or training sessions if
required.
Financial Documentation Review
● Review financial documentation submitted by project partners, including invoices, receipts, and supporting documentation.
● Verify completeness and compliance with project documentation requirements.
● Maintain organized records of financial submissions for internal tracking.
Financial Coordination and Payment Support
● Coordinate with the DevCAFE finance team regarding documentation required for payment processing.
● Track financial submissions and follow up with partners when documentation is incomplete or requires clarification.
Financial Reporting Support
● Assist the project team in compiling financial documentation required for internal monitoring and donor reporting.
● Organize financial records to ensure proper documentation and audit readiness.
3. Required Qualifications
● Degree in Finance, Accounting, or related field.
● Minimum 3–5 years experience in NGO or donor-funded project finance.
● Knowledge of donor compliance and reporting requirements.
● Strong organizational, communication, and documentation skills.
● Fluent in English and Bahasa Indonesia (written and spoken)
