Senior Program Manager – Environmental and Sustainable Governance (ESG)
KEMITRAAN – Partnership for Governance Reform in Indonesia is seeking a Senior Program Manager – Environmental and Sustainable Governance (ESG) to provide strategic programme management leadership for KEMITRAAN’s environment, climate, sustainability, and ESG portfolio.
Reporting to the Program Director, the position will be responsible for end-to-end programme and portfolio management, including programme planning, implementation, quality assurance, performance management, budgeting and resource management, risk management, donor compliance, stakeholder engagement, and portfolio growth.
The Senior Program Manager – ESG will also provide leadership and oversight to programme teams and Project Management Units (PMUs), ensuring effective coordination, timely delivery, and alignment with KEMITRAAN’s strategic priorities. The role involves working closely with government institutions, donors, development partners, civil society organizations (CSOs), and private-sector partners.
Key Responsibilities
The Senior Program Manager – ESG will be responsible for:
- Ensuring quality planning, coordination, implementation, monitoring, evaluation, and performance management across the ESG programme portfolio.
- Managing end-to-end programme delivery, including work planning, budgeting, resource allocation, risk and issue management, donor compliance, and performance monitoring.
- Overseeing PMUs and ensuring projects are implemented effectively, on time, and in accordance with approved agreements, donor requirements, KEMITRAAN policies, and SOPs.
- Managing programme budgets and expenditures in coordination with the Finance & Operations Directorate.
- Ensuring timely and quality programme, donor, and financial reporting.
- Leading and supporting PMU recruitment, capacity building, performance reviews, team coordination, and knowledge sharing.
- Maintaining productive relationships with government agencies, donors, development partners, CSOs, implementing partners, and private-sector actors.
- Participating in resource mobilization, fundraising, strategic partnership development, and business development.
- Contributing to the development of high-quality programme and project proposals, concept notes, and expressions of interest.
- Supporting strategic planning and donor/client engagement to strengthen KEMITRAAN’s future funding and programme portfolio.
Qualifications and Experience
Education
- University degree in Administration, Management, Social Sciences, Environment, or other related fields.
- A master’s degree is an advantage.
Professional Experience
- Minimum 12 years of progressive experience in programme and portfolio management, including at least 7 years managing complex, multi-project and/or multi-donor programmes, preferably in the environment, climate, sustainability, or ESG sector.
- Demonstrated experience managing multi-project, multi-sector, and multi-donor programme portfolios with an aggregate value of at least USD 10 million.
- Experience managing multiple concurrent programmes/projects across at least three thematic or sectoral areas.
- Demonstrated experience providing leadership and oversight to multiple PMUs, programme teams, or cross-functional teams simultaneously.
- Strong experience in programme planning and delivery, financial and budget management, risk and issue management, donor compliance, performance management, quality assurance, and results delivery.
- Proven ability to manage complex multi-stakeholder relationships and strategic partnerships involving government, donors, development partners, CSOs, private-sector partners, and other stakeholders.
- Demonstrated experience in resource mobilization, fundraising, proposal development, business development, and programme portfolio growth.

Language Requirements
Bahasa Indonesia – Professional Proficiency
Fluency in spoken and written Bahasa Indonesia, with the ability to lead discussions and negotiations, engage effectively with stakeholders, and prepare high-quality professional documents.
English – Professional Proficiency
Fluency in spoken and written English, with the ability to lead meetings and discussions, negotiate and engage with international donors and partners, and independently develop high-quality proposals, reports, presentations, and programme documentation.
