A.     
Background

 

LINKAGES is USAID’s first global
project dedicated to key populations, such as female sex workers, men who have
sex with men, waria, people who inject drugs, and people living with HIV/AIDS.
This program aims to accelerate the ability of partner government, key population
civil society organizations and the private sector to more effectively plan,
deliver and optimize comprehensive, scaled HIV/AIDS prevention, care and
treatment services that reduce HIV transmission among key populations and their
sexual partners and improve the quality of life for those who are HIV positive.

 

LINKAGES Indonesia supports HIV
programming for key populations in Papua and DKI Jakarta (Jakarta Utara,
Jakarta Timur, Jakarta Pusat, Jakarta Barat and Jakarta Utara).  Among LINKAGES’ clinical partners are three
clinics that provide HIV clinical services to key populations: Angsamerah
Clinic, Ruang Carlo Clinic and Klinik Keluarga Tanjung Priuk (YKB).

 

LINKAGES is currently soliciting
applications for an additional clinic that can expand quality HIV services for
these populations in DKI Jakarta. 

 

B.     
Objectives of the Award

 

The health facility that is selected for this award must be able to provide
quality “stigma free” HIV services for key population clients.   Services
will range from HIV testing, HIV treatment, TB screening and referrals, and
viral load testing.  All services must
comply with Government of Indonesia service delivery and reporting policies and
guidelines. 

 

In addition, the successful applicant will offer services at times and
places that are most conducive to key population access and uptake, and will be
open to testing innovations developed by LINKAGES and/or the Government of
Indonesia.

Geographic Area

 

The RFA solicits applications for
interventions that will be implemented in DKI Jakarta

 

D.    
Application Process

 

1.     
Interested organizations/clinics can send their
letter of interest to Jeilan Hamrianto (jhamrianto@pactworld.org) to get the
Narrative and Financial Application Templates, with writing “Letter of Interest”
in the email subject.

2.     
Application can only be submitted through email
to Jeilan Hamrianto (jhamrianto@pactworld.org)
with writing “Application Submission – Name_of_organization” in the email
subject, e.g: Application Submission – Yayasan Kasih Sejati.

3.     
Application submissions received after the
Closing Date and Time will not be considered in the review process.

4.     
Following submission of your complete
Application, within thirty calendar days from the deadline for acceptance of proposals,
highest score applicant will receive an email from LINKAGES Grants Manager informing
about the further process.

E.     
Evaluation Criteria

 

LINKAGES will formally evaluate
and rank all applications based on the following criteria and points, 100 as
the maximum points allowed.

 

Technical approach: 50 points

a)     
Provision of HIV testing services (including
mobile testing) that comply with National Guideline algorithm and ensure
immediate linkages to HIV treatment services.

b)    
Provision of quality HIV care and treatment
services for key populations without stigma and discrimination.

c)   Ability to establish strong working
relationships with community-based services provided by key population civil
society organizations.

d)   Ability to record, track and report on client uptake, retention,
transfer and loss to follow up.

e)  Ability – or interest in – trialing
innovations designed to improve service quality and/or client access, uptake
and retention.

 

Organizational capabilities: 30 points

a)   Relevance of staff skills to the proposed program.

b)   Past performance on similar projects.

 

 

Cost effectiveness, including cost share: 20 points

Costs will be evaluated in terms
of their feasibility, cost realism, reasonableness, completeness, allocability,
cost-effectiveness and cost share for undertaking activities outlined in the application.

 

F.      
Award Information

 

1.     
LINKAGES intends to fund a single grant in
response to this RFA. Allowable costs must be consistent with USAID policies
and procedures and be reasonable, allowable, allocable, and well documented and
justified for the proposed project and budget. 

2.     
Award is expected to be maximum one year in
duration, with possibility of extension.

3.     
Simplified, Fixed Amount Award or In-Kind Grant
Agreement will be awarded.

4.     
Prior to signing any grant agreement, a SARRA
(SubAward Risk and Responsibility Assessment) will be conducted to the selected
candidate.

5.     
Pre-Award Certifications, Assurances and other
Statements of the Recipient – All non-U.S. organizations prior to signing of
any grant agreement must sign the following certifications, assurances and
other statements: a signed copy of the Certification Regarding Terrorist
Funding required by the Internal Mandatory Reference AAPD 04-14,
Self-Certification and Certification of Recipient.  The certifications and assurances will be
given by LINKAGES.

6.     
This Award is not designed for a profit project

7.     
Under this RFA a grant/award will be made to a
legally registered organization according to the law in Indonesia.

 

G.    
Other Requirements and information

 

1.     
All expenditures born during the application/proposal
stage will not be reimbursed by LINKAGES

2.     
The selected candidate must acquire DUNS number before
signing any agreement.

3.     
LINKAGES
is obligated to make the Awardee subject to the provisions of 2 CFR 200, 2 CFR
700, and all USAID Standard Provisions.  The

4.     
Applicants is not a US-based Organization and is
not an International NGO.

5.     
LINKAGES has the right to fund any or none of
the applications submitted.

 

H.    
Permission for use and disclosure

 

By submitting an application under this RFA, the applicant
consents to the disclosure of the documents submitted by the applicant to the
reviewers involved in the selection process.

 

I.       
Prohibitions

 

LINKAGES will not transact with any organizations which the
organization or individual related to it are associated with terrorism, as well
as, individuals and organizations identified by the Office of Foreign Asset
Control, EPLS dan UN Sactions 1267.
