  Position Title: Procurement IT Programmer ConsultantPROJECT
OVERVIEW
Linkages Across the
Continuum of HIV Services for Key Populations Affected by HIV – or “LINKAGES” –
is USAID’s
first global project dedicated to key populations (KPs). LINKAGES aims
to accelerate the ability of partner governments, key population civil
society organizations and the private sector to more effectively plan, deliver
and optimize comprehensive, scaled HIV/AIDS prevention, care and treatment
services that reduce HIV transmission among KPs and their sexual partners and
improve the quality of life for those who are HIV positive. 
LINKAGES is led by FHI
360, in partnership with Pact, IntraHealth International, and the University of
North Carolina (UNC) at Chapel Hill.  The
project also taps into and amplifies local capacity for long-term
sustainability and country ownership of key population programming. To that
end, LINKAGES engages a diverse array of experienced organizations and special
experts already working with key populations in Indonesia.  LINKAGES prioritizes programming that aligns
with PEPFAR 3.0’s five key agendas – impact, efficiency, sustainability,
partnership and human rights – to achieve global 90-90-90 goals, sustainable
programming, and an AIDS-free generation.
In Indonesia, the
project contributes directly to the targets identified in the National AIDS
Commission’s National Strategy and Action Plan (SRAN), 2015-2019 and the Ministry
of Health (MOH) HIV National Action Plan. 
Our success is intricately tied to the efforts of the national program,
which is led by the Ministry of Health (MOH) and National AIDS Commission
(NAC), and largely funded by the Government of Indonesia (GOI) and the Global
Fund to Fight AIDS, Tuberculosis
and Malaria (GFATM).  Accordingly,
LINKAGES focuses its resources on two priority areas – Jakarta and Papua –
where the potential for epidemic control is greatest.  Under the leadership of the GOI, we also advance
technical innovations that are evidence-based, but may not yet be enshrined in
policy or practice.

implementation plan, LINKAGES Indonesia definition of success is simple: To
advance effective key population programming that reaches 90-90-90 goals in
sustainable and inclusive ways.  Together
with the GOI, CSOs, multilateral organizations, and other funders supporting
the national program, LINKAGES Indonesia will provide targeted technical
assistance and programmatic/financial resources across three results areas with
supported by Information communications technology (ICT) innovation and solutions
will capitalize on ubiquitous mobile technologies, will link applications to
track CoPCT service uptake, and will reach key populations where they are.

 As part of the ultimate
achievement across three results areas with supported by Information
communications technology (ICT) innovation and solutions, LINKAGES plans to hiring
 a software/application IT Programing
Individual Consultant. He/she will work under the direction of the LINKAGES
ICT4D Advisor and in close coordination with the LINKAGES/Indonesia capacity
development/partner engagement and M&E team to provide focused technical
expertise in not only for upgrading TA tracking system but also for several
work related to FY17 Linkages Work plan.
SCOPE
OF WORK

  1. Support ICT4D Advisor to develop Systems-oriented TA approach
    that LINKAGES utilizes a combination of complementary “push” (promoting new
    knowledge, findings and best practices) and “pull” (facilitating access to
    technical information and skills) TA to standardize site- or
    organizational-level competencies, maintain service quality, and build enduring
    TA networks and institutions. We continually monitor emerging knowledge and
    practice to identify relevant TA opportunities, and we utilize systematic
    tools/approaches to identify and act upon TA needs, challenges or priorities.
    Trusted local technical assistance providers or LINKAGES “special experts” and
    institutions ensure the quality, effectiveness, efficiency and sustainability
    of an evolving response.
  2. Support ICT4D Advisor to provide technical support and ICT
    tools for Care and Treatment Unit to achieve result area one, target on
    Increased availability of comprehensive prevention, care and treatment
    services, including reliable coverage across the continuum of care. LINKAGES
    will leverage USAID resources to improve CoPCT cascade performance in targeted
    districts in Jakarta and Papua where the potential to achieve epidemic control
    is greatest.  Direct service delivery
    (DSD) and Technical Assistance Service Delivery Improvement (TA-SDI) core and
    near-core interventions will demonstrate increased key population reach,
    testing, yield/enrollment, initiation and retention in decentralized service
    settings across the continuum of HIV prevention, care and treatment.
  3. Support ICT4D Advisor to provide technical support and ICT
    tools for Community-Based Services Unit to achieve result area two, target on
    Demand for comprehensive prevention, care and treatment services among key
    populations enhanced and sustained.  LINKAGES technical assistance providers
    and special experts will advance the use of innovative technical tools and
    approaches that foster demand and promote uptake of HIV outreach, testing, and
    care & treatment services among key populations.  Technical assistance will focus on the
    development, positioning and feasibility testing of strategies that are
    evidence-based, but have yet to be enshrined in policy or practice, such as
    enhanced outreach models, community-based HIV screening (“test for triage”
    approaches), saliva-based rapid testing (Oraquick), circumcision, and
    Pre-Exposure Prophylaxis (PrEP). 
    Information communications technology (ICT) solutions will capitalize on
    ubiquitous mobile technologies, will link applications to track CoPCT service
    uptake, and will reach key populations where they are.  Targeted advocacy, key population engagement and
    service interventions will be carried out to reduce service accessibility
    barriers within a strong human rights framework.
  4. Support ICT4D Advisor to provide technical support and ICT
    tools for Monitoring and Evaluation/ System Information Unit to achieve result
    area three, target on Strengthened systems for planning, monitoring, evaluating
    and assuring the quality of programs for key populations.  LINKAGES will provide strategic TA at
    national, provincial, district and facility levels to improve the quality of
    existing HIV information/patients electronic records systems; will link
    community-based and facility-based information systems; and will foster a
    culture of continual data use and quality improvement. We will work with the
    national program to strengthen district bodies and increasingly transfer
    routine health systems strengthening capacity building, mentoring, and
    monitoring & evaluation (M&E) functions to GOI designated
    provincial/district/site service or TA providers.  Facilities and partners will be supported to
    operate at “effective” technical, programmatic and financial performance
    thresholds, as assessed by LINKAGES-adapted monitoring tools and/or GOI
    endorsed quality assurance indicators.
     

TECHNICAL
COMPETENCIES AND EXPERIENCE REQUIREMENTS:

  • Seven years of experience as a software engineer; demonstrated
    success in developing a variety of software systems while taking on increasing
    responsibility for analysis, design, implementation and task deployment (with
    significant individual contribution as a programmer)
  • Proven experience in solving challenging technical problems and
    supporting multiple projects and objectives simultaneously and efficiently.
  • Seven years of experience
    developing data-driven applications utilizing significant relational database
    engines as part of the overall application architecture (experience with any or
    all of the following programs is highly desirable: MySQL, PostgreSQL, Oracle,
    SQL Server; as well as ORM technologies: JPA2, Hibernate).
  • Seven years of experience
    building web-based software systems, utilizing N-tier architectures, dynamic
    content, highly-scalable approaches, and complex security
    models/implementations as well as using at least one popular web framework
    (JSF, Wicket, GWT, Spring MVC).
  • Good knowledge on the use of
    spatial analysis software or other relevant open source GIS software to develop
    a mapping module for spatial analysis in a web-based environment.
  • Proficiency in developing
    and troubleshooting complex software systems that run in mixed environments including
    Linux, Unix and/or Windows on desktop, server, tablet, and mobile systems.
  • Previous experience
    configuring and using any or all of the following is highly desirable:
  • Web services APIs through
    web services
  • Writing scalable, globally
    distributed applications
  • UI and human-computer
    interaction design
  • Enterprise application
    integration;
  • Content Management and
    Learning Management System exposure highly desirable.
  • Experience and familiarity with
    test-driven development, software development methodology and release
    processes, document requirements and specifications.
  • Experience with development of
    software application for the medical or veterinary field is desirable.
  • Proficiency in both written
    and spoken English is required.

  TASKS AND RESPONSIBILITIESA consultant shall work under the
overall supervision of the LINKAGES Country Representative, ICT4D Advisor,
CD&PE team, Monitoring and Evaluation (M&E) Unit and or another
LINKAGES Team. Furthermore, the incumbent will work in close collaboration with
the ICT Advisor and CD&PE team, The IT Programmer will be a skilled and
experienced software developer responsible for the detailed design,
implementation, and testing of subsystems and system components in complex,
multivendor, multi-platform environments.
  

  1. Specific responsibilities for IT Programing Consultant will
    include:
     
  • Upgraded TA tracking system based on revised TA Decision path and
    push/pull TA flowchart, including module integrated with FHI 360 procurement

    system, post activity financial report and other relevant sub module (if any)

  • Develop an application software for monitoring and reminding
    “Mobile VCT testing” including scheduling and reporting management.
  • Develop data visualization dashboard base on auto pull on data
    from databank Jakarta AIDS Information System and Papua AIDS Information System.
  1. Activities:  

1. Upgraded TA tracking system, maximum 50 (fifty) days:

  1. Develop and modify the TRACY (TA tracking system)
    application with reference to the requirements agreed upon by LINKAGES New TA
    Decision Path and push and pull TA flowchart.
  2. Present the Beta version of the application, focusing
    on the new key features, to LINKAGES team for approval.
  3. Conduct quality and performance tests and fixes with
    ICT technical advisor.
  4. Develop “New Module” for inventory and procurement
    process to support all activity and logistic requested for technical
    assistances activities with integrated to TA Tracking System Application backend
  5. Develop “New Module” for Direct fund reporting to
    support all activity and logistic requested for technical assistances
    activities in with integrated to TA Tracking System Application
  6. Present the Beta version of both the application,
    Inventory and financial reporting focusing on the new key features, to LINKAGES
    for approval.
     2. Tools
    for Mobile VCT testing, maximum 20 (twenty) days:
  1. Need assessment with ICT technical advisor, Clinical
    and treatment team, M&E Advisor and or other stakeholder on the list of
    feedback
  2. Prepare and present proposed features of tool for
    Mobile VCT Testing to all stakeholders.
  3. Develop prototype application Mobile VCT testing software/application
    base on feedback from
  4. Present prototype Mobile VCT testing application to
    all stakeholder
  5. Compile all agreed upon modifications and new features
    into a design plan completed with a timeline.
  6. Lunch of Alpha version for real-time testing
  7. Finalization of Beta version. 3. Develop data visualization dashboard,
    maximum
    15 (fifteen) days:
  1. Develop a Dashboard Interface (web base
    software/application) with pull on data from another website (Dashboard Cascade
    Monitoring)
  2. Present prototype “Dashboard Cascade Monitoring”
    application to all team in linkages office
  3. Compile all agreed upon modifications and new features
    into a design plan completed with a timeline.
  4. Refine the Beta version base on input from ICT
    technical advisor, CD&PE Program Manager, M&E Senior Technical Advisor
    and or other staff on the list of feedback
  5. Lunch of Alpha version for real-time Dashboard Cascade
    Monitoring
  6. Finalization of Beta version.

 CONSULTANCY
LOCATION AND TRAVEL
The
consultancy will be based in Jakarta, Indonesia. Travel to Papua may be required with maximum 5 working days.
  PERIOD
OF PERFORMANCE
December 1st 2016 to 30 August 2017
with approximate total 85 days (maximum). Consultant
can claim invoice
per month based on actual days of work in a month.
 REMUNERATION
AND EXPENSES
 The consultant will be paid an agreed daily rate for her/his
services.  Payment will be made upon successful completion and

approval of tasks assigned. Travel logistics and payment for flights/hotels will be paid for
directly by FHI.  Any incurred travel
expenses (such as M&IE and transportation) will be reimbursed upon
submission of receipts.
