Project Overview and Role

TASS is a responsive, demand driven technical assistance facility funded by the Australian Government through the Department of Foreign Affairs and Trade (DFAT), represented in Indonesia by the Australian Embassy in Jakarta. The goal of the TASS is to improve the effectiveness of policy and practice in the education sector through a systems strengthening , technical assistance (TA) program that operates on a response-to-demand basis. The TASS is expected to run from 16 January 2017 to 15 January 2020

TASS will work with the two ministries responsible for education, the Ministry of Education and Culture and Ministry of Religious Affairs, as well as the National Development Planning Ministry (Bappenas). It is anticipated that TASS will support up to 36 activities, an average of 12 in each year of the program. 

In 2016, MoEC through the DG for Early Childhood and Community Education (DG-ECCE) submitted a proposal and received approval from SEAMEO secretariat to establish a Centre for Early Childhood Care and Education and Parenting (CECCEP). The centre will be established in Subang, West Java, Indonesia.

A team of technical advisors will work in collaboration with MoEC and related Ministries/agencies in Indonesia (e.g. Ministry of Health, National Board for Population and Family Planning – BKKBN, Ministry of Social Affairs, and Ministry of Religious Affairs). As part of this team of Technical Advisors, we are now recruiting for a Parenting Specialist (International).

Full details on the role are included in the Terms of Reference ( Palladium – Parenting Specialist for SEAMEO-CECCEPResponsibilitiesThe Parenting Specialist will report to the Lead Technical Advisor, and work collaboratively with the Parenting Specialist (National) to:

  • Review a first draft of a revised CECCEP Program Activity Plan 2017-2020 and provide advice to the Parenting Advisor (National) as to whether the activities are technically robust, aligned with current Parenting issues at the international/regional level, are feasible, and demonstrate contribution to the SEAMEO CECCEP mission;
  • Provide advice to the Parenting Advisor (National) on aspects of the revised CECCEP Program Activity Plan 2017-2020 that could be strengthened in line with the results of the above review;
  • If required, participate in a workshop to co-present and seek input from MoEC and related Ministries/organisations on the first revision of the Proposed Program Activity Plan 2017-2020, in October 2017;
  • Following consultations with MoEC related ministries/organisations, and SEAMEO members, provide further, ad hoc technical advice to the Parenting Advisor (National) as required in support of a final version of the Program Activity Plan 2017-2020.
  • Collaborate with the ECCE Specialist as required to ensure alignment and synergy between ECCE and Parenting activities in the revised Program Activity Plan;
  • Provide inputs as required in Phase 2, as determined by the Lead Technical Advisor; including but not limited to provision of advice on regional institutions and networks that may be potential partners for SEAMEO CECCEP, and advice on the centre?s communications and advocacy strategy;
  • Ensure that outputs are delivered to a high standard within expected timeframes

Requirements

  • The Parenting Specialist should possess the following skills and experience:A relevant post-graduated qualification, preferably at Doctoral level with education background in Parenting, or related fields, e.g. Psychology, Primary School Teacher Education;
  • 10-15 years? experience in program design/development/implementation in research and development or capacity building in Parenting, within an education context;
  • Familiarity with regional or multilateral organisations/ forums/programs (e.g. ASEAN, SEAMEO, UNESCO) will be an advantage;
  • Experience in communicating designs/concepts to stakeholders;
  • Demonstrated ability to form and maintain relationships with government officials;
  • A flexible and adaptive attitude and excellent communication and inter-personal skills.
  • Experience in working on education development issues in Indonesia will be an advantage;
