position is for Indonesian Nationals only, based in Jakarta Office, Fixed
Term Contract for one year (extension possible). And on D level.

Program Manager for Empower
Youth for Work Program

Background:

Oxfam would like to start the program ‘“Empower
Youth For Work!”, starting June 1st (5 years) pending on funding.
The program’s ambition is that young people in Pakistan, Bangladesh, Ethiopia
and Indonesia are empowered and have improved skills and jobs. This program
focuses specifically on Small Medium Enterprise (SME) development; improved
jobs; skills development for youth; climate change, and Sexual Reproductive
Health Rights (SRHR). For this position you need to have the expertise
on economic empowerment with a combination of passion for youth rights
and skills. You need to be a creative thinker who enjoys innovating but
at the same time is organized and can deliver a project with high standards.
This will involve a great deal of coordination and problem solving therefore
you need excellent cross cultural communication skills.

Despite their growing numbers – 1.2 billion
of the world’s population is now aged 15 to 24 – young people are often
excluded from (decent and paid) work and decision making. Young people
especially in the rural areas face similar challenges including lack of
economic opportunities, worsened by the impact of climate change, drives
them into already overcrowded and stressed urban centers. This threatens
the future viability of rural areas, and food security.

This program addresses these problems holistically,
with three key elements:

1. Agency, capacity & skills
2. Economic opportunities
3. Policy & norms

Youth will be co-creators and co-implementers.
Through civil society partners, and close links with the private sector
and government, we ensure that improved skills training is adopted within
local structures and innovative social enterprises; unemployment is tackled
through improved private sector practice, increased market access and new
enterprise development; an enabling social environment is created through
grassroots and mass media action. Climate change, resilience, gender and
youth empowerment are mainstream. 70% of beneficiaries will be rural young
women.

Oxfam in Indonesia will have the lead in implementing
‘Empower Youth for Work’. Pending on funding the project will
be over five year from June 2016 in the following regions:

·        West
Java

·        South
Sulawesi

·        South
East Sulawesi

Job Purpose:
·        Responsible
for the leading, coordinating, planning, supervising  and supporting
to the Empower Youth for Work Program within Indonesia to ensure an effective
team and enabling environment to achieve project results.

·        Contribute
to Oxfam’s national, regional and global work influencing the private
sector to be more gender sensitive and youth inclusive.

·        Contribute
to Oxfam national, regional and global work on Youth as Active Citizenship

·        Support
Oxfam’s work on corporate accountability in Indonesia, including technical
assistance for private sectors to improve working conditions and accountability
standards, in various value chains

Dimensions:

1.        Leading,
coordinating and delivery of agreed plans and strategies

2.        Required
to make sound judgements using management, technical knowledge, good understanding
of the teams and cost effective use of the available resources.

3.        Problem
solving related to the defined project – problem-solving and analysis involves
decision-making with the Supervisor and other relevant stakeholders especially
youth themselves.

4.        Knowledge
required includes understanding on youth employment, private sector, climate
change and SRH.

5.        Produce
clear and quality reports that demonstrate good accountability with focussing
on innovation, youth and other key stakeholders including private sector.

6.        Good
and effective partnership with implementing NGOs, government and the private
sector.

7.        Use
a human centred design approach as much as possible through co-creation
and involving stakeholders especially youth

Skills And Competence:

1.        Degree
in a relevant field required;

2.        Strong
understanding of SME development and youth employability issues especially
in Indonesia

3.        Proven
analytical, strategic planning, project design, project cycle and financial
management skills;

4.        Understanding
and passion on involving youth in a meaningful way within the planning
and implementation of this project;

5.        Sound
understanding of monitoring, evaluation, accountability and learning (MEAL)
principles and practice ;

6.        Proven
people management skills, with experience in managing multi-disciplinary
teams, supporting and coaching individuals

7.        Strong
communication and influencing skills, with proven ability to build relationships
with a diverse range of local and national stakeholders;

8.        Demonstrated
understanding of gender perspective and experience with gender, sexual
and reproductive health issues campaign.

9.        Sound
understanding on climate change adaptation and mitigation in agriculture
and coastal areas.

10.        Excellent
research, writing and analytical skills.

11.        Have
experience raising funds from international donor agencies;

12.        Have
a results oriented approach;

13.        Experience
with financial management and administration

14.        Demonstrated
ability to work under pressure, prioritize, meet deadlines, and hold self
and others to account;

15.        Willingness
to travel regularly within the country and globally

16.        Fluency
in Bahasa Indonesia and English, both verbal and written; an understanding
and fluency in local language would be an advantage.

17.        You
can demonstrate 5 years experience in managing complex projects/programs;

18.        Experience
of working with partners and with establishing partnerships with national/local
actors including private sector and financial institutions.

19.        Proven
experience in representing an organization at the level of local partners,
local administration, ministries and donors at senior level.


OTHER:
Able to work with minimum supervision and provide solutions
to problems as they arise.
