OXFAM Vacancy: ICT Specialist & ICT Project Officer – Power Up project, Right in Crisis (RiC)/Humanitarian, based in Lombok

Vision for Indonesia

Oxfam Indonesia has the vision that people in Indonesia will live
equitably and free from injustice of poverty, enjoy their rights, and are
resilient in times of disasters. By 2020, 2.5 million women and men in
Indonesia are empowered to overcome poverty, vulnerability and inequality.

Background
The Power Up-Participation via Technology is a three year (2017-2019), $3
million project funded by Global Affairs Canada and will be implemented in
Nusa Tenggara Barat (NTB) province in Indonesia. Using innovative and
accessible technology it will empower women, men, boys, girls, and
marginalized groups to increase their engagement in democratic decision
making processes to exercise their rights’ improve their ability to access
and understand information, demand improved government accountability, and
access improved services.
The initiative will make extensive use of technology platforms based on
mobile communication and websites to strengthen active citizen
involvement, with special focus on women and especially marginalized
women. The initiative responds to the Government of Indonesia’s commitment
to the decentralization of decision-making in budgeting and planning to
district and village levels, including but not limited to the 2014 Law on
Village Development (law 6), which obliges village level government to
facilitate effective participation of citizens in budgeting and planning
especially for health needs of women.

The project will also work closely with the district and sub-district
health offices under the Ministry to Health for better transparency and
accountability is ensured at the village level to address the maternal
health needs of the women using technology. Oxfam’s partner in developing
the project’s innovative technology applications and platforms will be
VOTO Mobile. VOTO Mobile is a Canadian technology company with years of
experience in developing applications to increase public participation in
democratic processes in collaboration with local Indonesian mobile network
operators (MNOs).

The Right in Crisis team’s purpose is to manage the implementation of
Oxfam’s strategy in promoting and implementation the project of Power Up:
women shaping their future with technology, including partnership and
grant management. Furthermore we will play the role as convenor,
facilitator, capacity builder and catalyst of change in the sector and
issues we focus on.

and technology issues. We are recruiting two position for under Power Up
project, Right in Crisis Programme with a real commitment to gender
equality and International aid and development background. These post
will be based in Lombok for fixed term contract 12 months with possible
extension.

1. ICT Specialist – Power Up project (code: ICT Specialist)

JOB PURPOSE:

Responsible for providing implementation support to Oxfam programs and,
projects and campaigns in the use of information and communication
technologies (ICTs) for program delivery and innovation. This position
will be responsible, in close collaboration with Project Managers and
Program Director, to assist and build capacity partners and Oxfam staffs
to implement and operational the Power Up activities. He/she is likely to
be involved in a particular/special project. He/she will have direct
report to Project Manager – Power Up project.

KEY RESPONSIBILITIES:
Provide implementation support for data collection & visualization
projects
Working with Oxfam Canada and country program staff, support the design,
testing, implementation, and evaluation of ICT-enabled data collection &
visualization projects
Provide targeted support to applicants to the Technology as needed and
develop guidance and conduct training on ICT best practices
Contribute to confederation best practices by supporting & refining
existing support materials and ICT toolkits
Contribute to Oxfam’s portfolio of recommended ICT4D solutions, processes
and methodologies
Analyze best practices and lessons learned from delivered ICT4D-related
projects
Support the process by which successful ICT4D implementations are
identified and incorporated into the emerging shared services portfolio or
catalogue
Pro-actively identify, through engagement with peers and the wider ICT4D
community, new and emerging solutions, processes and methodologies
Contribute to the emerging ICT4D community of practice within the Oxfam
confederation
Represent Oxfam in wider knowledge exchange forums when appropriate and
collaborate with other departments to achieve common objectives
Working with Oxfam Canada, ensure that ICT projects are integrated or
moving towards integration with existing infrastructure, data management
and security policies
Working with Oxfam Canada Monitoring, Evaluation, & Learning (MEL)
Network, Oxfam Canada’s ICT in Programme team, and country & Power Up MEL
leads, ensure that all ICT projects incorporate adequate MEL to
demonstrate effectiveness and impact
Stay on professional standards, trends and issues affecting this set of
responsibilities, continuously striving for enhanced quality and impact
and demonstrating continuous personal learning and development
Be creative in supporting the development of ICT approaches to Oxfam’s
unique, rights based approach to programming
Pro-actively identify objectives and solutions to problems and challenges
by performing all duties appropriately for an intercultural environment,
and treat all persons with dignity and respect
Work effectively and collaboratively in support of building a team-based
culture of work, and strive to build the ICT capacity of regional program
staff and managers
Be available for extensive and frequent travel internationally.

SKILLS AND COMPETENCIES:
A Bachelor’s degree in the technology (preferable), social sciences,
international development or related discipline. Exceptional relevant
practical experience may be seen as a substitute.
Minimum 5 years experiences with similar issue – working with a local NGO
or and INGO working with local NGO partners
Knowledge and practical experience of ICT4D and mobile technology with
demonstrated ability to integrate ICT into development programming and/or
humanitarian emergency contexts
Track record of problem analysis and problem solving
Proven experience of communicating with customers of various levels of
digital literacy
Proven experience of working independently and as part of globally diverse
and dispersed team
Strong interpersonal and influencing skills and confidence to negotiate
with staff at all levels with ability to communicate complex ideas in
simple way
Excellent project management skills, including the ability to prioritize
and the drive to achieve results
An excellent understanding of and commitment to putting women’s rights at
the heart of our programming
Excellent verbal and written English ability is required (with proven
analysis report of ICT4D)
Strong commitment to gender, diversity issues, equal opportunities and
capacity building
Good communication and influencing skills, with proven ability to build
relationships with a diverse range of local stakeholders
Proven computer literate with some linkage of mobile technology
system/program

Desirable:
Experience working in Indonesia diversity
Familiarity with gender and protection issues
Previous working experience with Oxfam
Mature and professional attitude and approach
Post based in Jakarta (60%) office. Regular visits to the field (40%) and
meeting with partners, authorities and other related bodies

2. ICT Project Officer – Power Up project (code: ICT PO)

JOB PURPOSE:
Responsible for providing implementation support to Oxfam programs and,
projects and campaigns in the use of information and communication
technologies (ICTs) for program delivery and innovation. She/he will
assist ICT Specialist, Project Managers and Program Director, to assist
and build capacity partners and Oxfam staffs to implement and operational
the Power Up activities. He/she is likely to be involved in a
