on Baseline Study for the Rights to Food Project in Indonesia

Background

Oxfam is undertaking a research on inequality
in seafood value chains as part of its Unequal Portions campaign. The Uneven
Portion campaign aims to highlight and address inequality in value chains.
It understands that inequality of power in value chains, manifested in
the unfair distributions of risks and benefits among different actors in
supply chains – is a critical factor in poverty and food injustice.

 The fisheries and seafood sector will
be the focus of the first year of the UP campaign. The fisheries and seafood
sector is major contributor to world trade and economy.  Approximately
10% to 12% of the world’s population depends on fisheries and seafood
production for their incomes and livelihoods

seafood products were at USD 129 billion – more than the combined net
export value of rice, coffee and sugar from developing countries.

Developing countries, most of which are net fish and seafood exporters,
account for more than half of trade of this commodity group.

However, the fishery and seafood’s sector’s
impressive contribution to world trade and economy is not without costs.
Various reports documenting cases of exploitation of young boys and girls,
slavery, deplorable working conditions and low wages especially for vulnerable
migrant workers cast a dark shadow on the sector. These call attention
to the issue of inequality in the fish and seafood supply chain as it indicates
that the immense value generated by this multi-billion industry is clearly
not benefiting its most vulnerable, yet most important stakeholders.  Additionally,
there are issues regarding the environmental sustainability of intensive
fisheries and aquaculture operations. There are concerns that over fishing
and the over-exploitation of developing countries’ natural resources will
undermine its capacity to produce enough fish and seafood for present and
future generations.

Baseline Study Objectives:

The baseline study is complementary for earlier
baseline assessment and will focus on baseline data collection for a set
of indicators outlined in the MEL framework of the Rights to Food project.
The baseline study report will be used to monitor the project progress
against the set indicators over the course of the project implementation.

Scope of work

This study is to be conducted within the
sampling target area of 5-10 (TBC) target villages in five provinces and
within project direct beneficiary which include  farmers,  fisher
folks and other stakeholders of the project. The study shall be conducted
in forms of survey, key informant interview and focus group discussions
if needed. The information will be collected, analyzed and the report in
English will be shared to partners and Oxfam in Indonesia for consultation
before it is finalized.

Duration and Timeline

The baseline study shall be expected to complete
within 30 working days.

Expected Outcome

Share the draft reports (in English) to Oxfam
in Indonesia and partner organisations finalize the baseline study report
by incorporating the feedback on the draft if any complete baseline data
in baseline matrix.

The final baseline study report should basically
include the following points:

Researcher Competencies, Experience and
Skill requirements

§        Experience
in food security, baseline study, market study, policy review and development
research;

§        Proven
publication record (Attached at least two research samples);

§        Solid
methodological and research skills;

§        Fluency
in English and Bahasa Indonesia;

§        Ability
to write high quality, clear, concise reports in English;

§        Ability
to respond to comments and questions in a timely, appropriate manner

General information

of interest outlining how the consultant(s) meets the selection criteria
and their understanding of the ToR and methodology;

§        A
proposed activities schedule/work plan with time frame;

§        Copy
of CV of the consultant(s) who will undertake the evaluation;

§        One
recent example of similar evaluation report written by the applicant;

§        Financial
proposal detailing consultant(s) itemized fees, data collection and administrative
costs.

All documents, project designs, drawings,
data and information shall be treated as confidential and shall not without
the written approval of Oxfam in Indonesia be made available to any third
party. In addition, the consultant(s) formally undertakes not to disclose
any parts of the confidential information and shall not, without the written
approval of Oxfam in Indonesia be made available to any third party. The
utilization of the report is solely at the decision and discretion of Oxfam
in Indonesia. All the documents containing both raw data/materials provided
by Oxfam in Indonesia and final report, both soft and hard copies are to
be returned to Oxfam in Indonesia upon completion of the assignment. All
documentation and reports written as, and as a result of the research or
otherwise related to it, shall remain the property of Oxfam in Indonesia.
No part of the report shall be reproduced except with the prior, expressed
and specific written permission of Oxfam in Indonesia.
