Project Summary
 
The USAID/Indonesia Monitoring & Evaluation Support Project
(MESP)
works to improve the functioning and effectiveness of USAID’s
strategy and portfolio in Indonesia. MESP provides services in performance
monitoring, evaluation, assessment and analysis, training, knowledge sharing,
and learning events.
 
Under MESP, MSI has been
asked to conduct a Democracy, Rights,
& Governance Sector Assessment
to inform Mission strategy and identify
needs and opportunities related to institutions and processes of democratic
governance in Indonesia.
 
Position Summary
 
MSI is seeking a Democracy, Rights, & Governance (DRG)
Analyst
for this USAID DRG Sector Asessment. The
DRG Analyst will take part in Assessment activities and will contribute to all
activities and deliverables of the assignment. The Assessment will begin in October
2017, with fieldwork starting in mid-October. The completed Assessment report
will be submitted to MSI by the end of December 2017. The anticipated level of
effort for the DRG Analyst is 50 workdays.

The purpose of
the DRG Sector Assessment is to inform USAID programming and activity
implementation in Indonesia, particularly related to the Mission’s objectives
for democracy, rights, and governance. The results of this Assessment will be
used by the DRG Office and Mission Program Office for the following purposes:
 
·        
Develop an
effective, sector-appropriate strategy for program development in Indonesia.
·        
Set the direction
of DRG integration across USAID/Indonesia’s country strategy.
·        
Position USAID as
an effective partner in helping Indonesia achieve its democracy, rights, and
governance objectives.
·        
Inform
implementation of DRG and other sector programs by USAID.
 

To provide
USAID with comprehensive and useful input for strategic planning, the DRG
Sector Assessment should respond to the following points:

 
·        
What are the key
issues impacting democracy, rule of law, rights, and governance in Indonesia?
·        
What are the
trends regarding the issues identified?
·        
Who are the main
actors and institutions related to the issues identified?
·        
Where are the key
opportunities for USAID to effect meaningful outcomes related to identified
issues, and to GOI/USG priorities for Indonesia?
·        
Within these issues, what are USAID’s potential comparative
advantages for programming, in terms of the Mission’s position, relationships,
expertise, and prior and ongoing programs.
·        
What opportunities exist for USAID’s DRG programming on
identified issues to be integrated into other USAID/Indonesia or State
Department programs in other sectors or on cross-cutting issues?
 
Position Responsibilities
 
The DRG Analyst is
responsible for contributing to all activities and deliverables, including the
Assessment Report. Specific responsibilities include:
 
·        
Help ensure that
the Assessment implementation and report address all issues and requirements in
the USAID-approved Statement of Work.
·        
Participate in
the team planning with other team members, MESP, and USAID.
·        
Contribute to the
development of the Assessment Work Plan, including the detailed schedule for
information gathering and analysis, and interview instruments for Assessment
fieldwork.
·        
Participate in
qualitative data collection and fieldwork, which will likely include desk
review, key informant interviews, and/or focus group discussions in Jakarta and
multiple provinces.
·        
Analyze data and
information that has been collected.
·        
Take part in the
presentation of Assessment findings to USAID, helping develop presentation
materials.
·        
Contribute to the
writing of the Assessment Report, including responding to and incorporating
USAID inputs regarding the draft Report.
·        
Undertake other
tasks required for the successful completion of the Assessment, as directed by
the Assessment Team Leader.
 
Required Qualifications
 

  • University degree in relevant field.

·        
Minimum seven years
of relevant professional experience.
·        
Extensive
knowledge of the DRG situation in Indonesia, including national and subnational
levels.
·        
Familiarity or experience
with USAID programming in DRG, preferred.
·        
Professional
experience working with one or more of the following issues in Indonesia:
accountability & transparency, conflict reduction and prevention, local
governance and service delivery, DRG issues in Eastern Indonesia.
·        
Excellent
analytical and personal communication skills.
·        
Excellent English
speaking and writing skills, including assessments or evaluations.
·        
Strong
presentation skills.
