As KEM continues to grow as a collaborative platform connecting jurisdictions, businesses, and ecosystem partners, strong leadership coordination and governance processes are essential to ensure effective decision-making, institutional alignment, and seamless collaboration across the coalition.

PURPOSE OF THE ROLE

The MEL Senior Officer is responsible for supporting the MEL Lead in ensuring that the KEM Monitoring, Evaluation, and Learning (MEL) system operates effectively, produces high-quality data, and translates MEL findings into insights that support the coalition’s strategic decision-making.

 

RESPONSIBILITIES

  • The MEL Senior Officer will be responsible for the following five  key areas: 
  1. Consolidate data received from various related units for donor reporting purposes.
  2. Conduct data cleaning and verification to ensure data accuracy, consistency, and completeness.
  3. Support the MEL Lead and Program Manager in preparing donor narrative reports based on verified data.
  4. Ensure reports are aligned with the Theory of Change (ToC), logical framework, coalition impact indicators, and donor indicators.
  5. Monitor reporting timelines and ensure the timely submission of reports to donors.
  • Program Achievement Tracking and Due Diligence
  1. Monitor and document program progress periodically based on indicators established in the KEM logframe 
  2. Develop and maintain progress trackers for all program outputs, outcomes, and milestones under KEM’s responsibility.
  3. Support the due diligence process for partners and coalition members, including verification of achievement data, supporting documents, and compliance with KEM MEL standards.
  4. Identify gaps between targets and actual achievements, and prepare follow-up recommendations for the MEL Lead.
  5. Facilitate data collection from program units and VC3 portfolios for consolidation into the KEM MEL system.
  • Support for Daily MEL Operations
  1. Assist the MEL Lead in developing, updating, and implementing MEL-related documents, including the MEL Plan, RASCI Matrix, and Data Management Plan.
  2. Develop analysis materials, presentations, and briefing notes to support the MEL Lead in internal and external engagements.
  3. Coordinate and maintain structured schedules for data collection and internal reporting processes.
  4. Support the facilitation of learning sessions, reflection discussions, and knowledge-sharing activities.
  5. Serve as a focal point for MEL-related coordination and communication between the Secretariat, program teams, and partners.
  • Support for Strengthening MEL Governance and Systems
  1. Support the development, updating, and strengthening of KEM MEL governance and systems.
  2. Provide technical input on MEL tools, processes, and documentation to improve quality, consistency, and efficiency. 
  3. Develop recommendations to strengthen MEL practices and support adaptive management needs.
  4.  Support the development and management of the KEM Data Management System (DMS) and Knowledge Management System (KMS).
  5. Ensure the KEM MEL system is integrated with the FLARE reporting system and other partners within the IBI ecosystem.

 

Main Deliverables

  1. Program Achievement Tracker : Monthly
  2. Consolidated Program Data Reports : Quarterly
  3. Draft Donor Narrative and Progress Reports  : Based on donor reporting cycles 
  4. Due Diligence Documentation for Partners  : As required by the program
  5. Updated MEL Reference Sheets and Indicators : Quarterly
  6. Minutes of Meeting & Action Items for Learning Sessions : Based on the learning session schedule
  7. MEL System Strengthening Recommendations  : Semi-annually
  8. Follow-up Reports from MEL Workshops & Activities : After each activity

 

Qualifications

  1. Bachelor’s degree in Social Sciences, Statistics, Forestry, Agriculture, Environmental Studies, or other relevant fields.
  2. Additional training or certification in MEL, Program Evaluation, or Data Management is  an advantage.
  3. Minimum 3–4 years of experience in Monitoring, Evaluation & Learning (MEL), preferably in the development, environmental, or bioeconomy programs.
  4. Experience in donor reporting and program data management.
  5. Experience working within multi-stakeholder ecosystems or coalitions is an advantage.
  6. Strong understanding of logical frameworks, Theory of Change, and indicator-based monitoring systems. 
  7. Strong quantitative and qualitative data analysis skills.
  8. Proficiency in Excel and Google Sheets is required; familiarity with AirTable, KOBO Toolbox, or similar platforms is an advantage.
  9. Strong report-writing skills in both Bahasa Indonesia and English.
  10. Familiarity with bioeconomy, climate change, or land governance issues is an advantage.
  11. Detail-oriented with strong commitment to data quality and accuracy. 
  12. Strong communication skills, with the ability to convey technical information clearly to diverse stakeholders.
  13. Able to work independently while collaborating effectively within cross-functional teams. 
  14. Adaptive and capable of managing multiple priorities in a fast-paced environment.

Working Relationships

  1. MEL Lead (Direct Supervisor) : Reports directly to the MEL Lead for all responsibilities and deliverables.
  2. Program Teams (Advocacy, Enabler, and Investment) : Coordinates regularly for data collection and achievement verification.

Term of Offer
