Background
Women in STEM-related industries across
Southeast Asia face a variety of challenges that reduce entry, retention and
advancement in these industries.  First,
for a variety of reasons fewer women tend to enter the vocational training
programmes related to these sectors. 
Second, those that do often face challenges of placement vis a vis their
male counterparts, due to gender bias in the hiring processes of firms.  Once within firms, women employees in these
industries are typically faced with challenges both within their firms and from
societal expectations, resulting in a higher tendency to drop out higher rates
than males.  And finally, they often are
overlooked in terms of career advancement, at both the lower levels and with
regard to their moving into senior managerial roles.  In general, there are a paucity of tools and
approaches that systematically address these shortcomings in the STEM-related
labour markets of the region. 
 
The ILO’s Women in STEM Workforce Readiness
Program will attempt to address these issues, coupling demand-led technical
STEM skills and employability and enterprise-level leadership training to
transition: 1) underprivileged female secondary or post-secondary TVET
graduates into sustainable entry-level STEM positions with career prospects; 2)
under-employed women in STEM-related fields upgrade their skills to move up to
mid-level STEM employment; and 3) mid-level women working in STEM fields into
leadership/managerial roles.
 
Working in the Automotive sector in Indonesia
– these efforts will develop and institutionalize industry tools that will be
integrated into the training programmes and human resource practices of
training institutions supporting and firms in STEM-related industries.  The project will seek to strengthen linkages
between private sector firms in STEM sectors, social partner institutions and
vocational training centres to ensure greater opportunity through higher entry,
retention and advancement of women workers in STEM related positions.
 
Position
The NPC (National Project Coordinator) will
work under the direct supervision of the ILO Country Office Director, and will
report to the Technical Officer supporting the project in the DWT based in
Bangkok.
 
S/he will also work in close collaboration
with the Specialist on Skills and Employability and Specialist on Enterprise
Development in the DWT based in Bangkok.
 
The NPC is responsible for project
administration and implementation of all project activities. S/he will work
closely with project partners to implement the project activities. S/he should
be familiar with ILO standards, policies and programmes on skills and
employability and enterprise development in order to better understand the
requirements of the project and direct in-country project activities.
 Duties and responsibilities

  1. Review and analyse
    the country’s specific development plans and priorities, socioeconomic data,
    reports and other relevant information. Identify potential technical
    cooperation areas and provide written analysis on the findings to the Country
    Director.
  2. Work in close
    collaboration with government, workers’ and employers’ organizations, target
    beneficiaries and national actors to design and revise project annual work
    plans as well as preparation of the budget proposal, considering different
    approaches and alternative methods, management, problem identification and
    problem resolution, especially for the parts of the Project supporting the institutional
    and capacity development of constituents, government agencies, line ministries,
    and social partners.
  3. Review, verify and
    analyze work plans, progress and final reports and other data for clarity,
    consistency and completeness and monitor the progress of Project activities.
    Follow-up on delayed documents, clarify information, and answer questions about
    clearance and processing requirements to support successful completion of
    agreed activities.
  4. Follow-up with
    relevant technical officers with counterparts in organizations and line
    ministries at national level, partner and executing agencies, government
    offices, constituents and in other organizations to expedite implementation and
    meet targets.
  5. Assist in the
    programming and control of resources of the project, prepare budget estimates
    and expenditure forecasts by analysing and monitoring situation of resources as
    compared to planned activities and making recommendations for remedial action.
    Identify problems, propose solutions and actions.
  6. Provide programming
    and administrative support to cooperation activities in the area of skills
    development and enterprise development.
  7. Participate in the
    preparation and conduct of conferences, seminars, workshops, training sessions,
    and consultative meetings. Speak on behalf of the Project when attending these
    gatherings alone. Undertake missions to project sites independently or
    accompanying others.
  8. Brief ILO
    specialists, project experts, associate experts and visiting officials and
    provide relevant information on project matters. Draft, edit, or translate into
    local language official correspondence, statements and speeches and other
    public information materials.
  9. Lead in the
    preparation of briefs, background information, technical reports and periodic
    progress reports and statistical data on status of the overall activities of
    the Project.
  10. Perform other duties as may be assigned by
    the Country Director.

 Education –        First
level university degree in development studies, business or economics or a
related discipline.
 Experience –     At least two years of professional
experience at the national level in the area of project management,
implementation, monitoring and evaluation. Familiarity with the ILO and its
work with tri-partite partners will be an advantage.  Knowledge of training, in particular in the
areas of technical skills development, business skills training and staff
development at the corporate level. 
Familiarity with the automotive sector and stakeholders will be an
advantage.
 
Languages –       Excellent English and Bahasa Indonesia in speaking and
writing   
 Competencies:

  1. Knowledge of
    programme and budget, project administration and evaluation concepts and
    procedures and of the mandate and structure of labour market institutions in
    Indonesia
  2. Knowledge of the
    office’s financial rules and regulations
  3. Good knowledge of the
    context and challenges for the project areas of expertise
  4. Strong analytical
    skills and ability to justify requirements and approaches to problem resolution
    and good drafting skills
  5. Good ability to
    interpret project information and to identify and analyze problems with
    implementation
  6. Ability to
    communicate effectively both orally and in writing. Ability to clarify
    information
  7. Demonstrate
    collaborative and team work experience and ability to work effectively with a
    multicultural and interdisciplinary team as well as work on his/her own
    initiative
  8. Ability to work
    independently, quickly, precisely, and take initiative and responsibility
  9. Ability to work under
    pressure and to meet the deadline
  10. Proficient
    in Microsoft Word, Power Point, Excel, web-browsers and database applications
  11. Ability
    to deal with people with tact and diplomacy
  12. Shares knowledge – Shares important or
    relevant knowledge and information formally (e.g. workshops, seminars) or
    informally (e.g. conversations with colleagues); promotes knowledge transfer.
