GIZ Indonesia for ISED Project: Tourism TVET Advisor (duty location: Lombok)
The Deutsche Gesellschaft für Internationale
Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for
sustainable development with worldwide operations. Its corporate objective is to improve people’s living
conditions on a sustainable basis. Since 1957, German Development Cooperation
with Indonesia has been evolving steadily, adjusting its course to match
Indonesia’s development needs. GIZ has been working in Indonesia since 1975,
mainly on behalf of the German Federal Ministry for Economic Cooperation and
Development (BMZ) and other German Ministries, as well as other development
partners and the private sector.
In the context of the bilateral development cooperation between the
Governments of Germany and Indonesia, the new bilateral programme “Innovation
and Investment for Inclusive Sustainable Economic Development (ISED)” will
assist the Government of Indonesia and the private sector in strengthening the
capacities of private and public actors for promoting inclusive and sustainable
employment in Indonesia. It combines support for technical and vocational
education and training (TVET) with those for private sector development (PSD)
in a holistic approach. The new programme will, on one side, provide consultancy,
networking, expertise and capacity building for the TVET system reform in
Indonesia on national level, based on key aspects of the German approach to
TVET (such as strong cooperation with industry, learning in the work-process
and recognized standards). On the other side, ISED works on sectoral and
regional level. As a first sector and region in this context, ISED will promote
sustainable tourism development in Lombok by enhancing both private-public
cooperation in TVET, supporting inclusive business models and linking and
matching between supply and demand of human resources in that sector and region
– as well as ensuring the transfer of best practices and experiences to the
national level.
GIZ is seeking one (1) qualified Indonesian candidates for the following
position: Tourism TVET Advisor A.
Responsibilities
The Tourism TVET Advisor will focus on the TVET aspect of the integrated approach to employment and inclusive business in the sector “sustainable tourism” in Lombok, but will work closely and coordinate his/her activities with the other two advisors in this field, namely the “Tourism Private Sector Development Advisor” and the “Tourism Coordination Advisor” who will work on the other aspect of this integrated approach to employment and inclusive business in the sector “sustainable tourism” in Lombok. The technical focus of his/her works will be on improving the provision and the quality of technical and vocational training in the tourism sector in Lombok and he/she will act as the key account within the Lombok team for cooperation with local providers of technical and vocational training. Particular focus of his/her work will be on the development, introduction and implementation of trainings that reflect the needs and requirements of the private sector and technical and vocational training with relevance to ecological sustainability.
The Tourism TVET Advisor reports directly to the Team leader Inclusive Business. B. Tasks 1. Project Implementation
- Analysis of
existing service provision in the field of technical and vocational training in
the tourism sector in Lombok, NTB, identification of additional requirements
from the perspective of the private sector, from social and ecological
perspective and with the aim of increasing people’s employability; - Analysis of
capacity development needs of service providers of technical and vocational
training, design, introduction and implementation of relevant capacity
development measures; - Assistance of
training providers in the development and implementation of suitable training
formats for the target group of the programme; - Development
and introduction of additional innovative instruments for technical and
vocational training (e.g. teaching factory, occupational guidance; job
placement; graduate destination studies); - In cooperation
with Key Account Private Sector planning and implementation of Match-Making
Formats; - In cooperation
with other Key Accounts development, organisation and implementation of
Public-Private Dialogue Platforms;
2. Networking and cooperation
- Creating and
maintaining a network to relevant stakeholders in technical and vocational
training in Lombok, NTB; - Close
interaction with other advisors within ISED, in particular in Lombok;
3. Knowledge management and Public
Relations
- Regular
documentation and reporting of project progress; - Knowledge
Management for responsible Outputs and Activities; - Contribution
to M&E of ISED; - Contribution
to Public Relations Products of ISED; - Active support
of knowledge transfer to other Key Accounts and to ISED Jakarta office
colleagues;
4. Internal tasks
- Monitoring
costs related to the field of activity and reporting the status to the Team
leader Inclusive Business on a regular basis - Active support
to the Monitoring & Evaluation system of ISED for the responsible area
(including support in baseline, midline, end line as applicable); - Assisting in
general project planning and monitoring of ISED; - Whenever
necessary, provision of information and documents necessary to GIZ internal
administration processes; - Support in GIZ
order management (e.g. offer preparation, impact monitoring, project progress
review, reporting);
C. Required
qualifications, competences and experience
Qualifications
- Bachelor/Master
degree in a field related to TVET, business, economics, political science or
similar or equivalent training.
Professional
experience
- At least 5 years professional experience in a comparable
position. - Proven experience either
in working on the topic of technical and vocational education and training
(TVET) within development cooperation or working experience in related
institutions - Private sector
experience would be a plus
Other knowledge,
additional competences
- Very good knowledge of
the Indonesian system of TVET - Good understanding of
development cooperation approaches in the field of employment promotion and
TVET - Knowledge of TVET
approaches in other countries - Good contact and
existing network to relevant stakeholders in Lombok, in particular institutions
related to TVET a plus - Excellent language
skills: Bahasa Indonesia and English (fluent in writing and speaking),
ideally knowledge of German - Proactive communicator,
good management and organisational skills - Very good working
knowledge of ICT (related software, phone, fax, email, the internet) and
computer applications (e.g. MS Office) - Willingness to travel to
Jakarta and if necessary other regions in Indonesia occasionally
