GIZ for PAKLIM III: Technical Project Professional: NDC & RPJMN

The Deutsche
Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German
implementing organization which provides services worldwide in the field of
international cooperation for sustainable development. 

With a share
of up to 13% of global greenhouse gas (GHG) emissions, Indonesia is an
important factor within international efforts to reduce greenhouse gas
emissions. As early as 2009, then the former Indonesian president gave the
target of a reduction of the GHG by 26%, respectively by 41% with international
assistance, against the business-as-usual (BAU) scenario by 2020. In 2011 a
national action plan (RAN-GRK) was adopted to implement these objectives. The
GHG reduction targets are included in the medium-term development plan (RPJMN)
2015-2019. Various methodological frameworks, e.g. monitoring, reporting and
verifying of mitigation measures (MRV) are under development. Regional action
plans (RAD-GRKs) for 33 respectively 34 provinces were developed. In September
2015, Indonesia submitted the “INDC” document to the UNFCCC
Secretariat with mitigation targets of 29% and 41% with international support
by 2030. In October 2016, the Indonesian Parliament decided to ratify the Paris
Agreement. The Indonesian “National Determined Contributions” (NDC) were
submitted by KLHK to UNFCCC in November 2016. 

The aim of PAKLIM III is: Climate relevant Ministries of
the Indonesian Government and authorities of the sub-national level have
coordinated central policy instruments for the implementation of the Indonesian
climate policy. The further development of a coherent climate policy of
Indonesia is supported, as well as the integration of the NDC implementation
into planning and decision-making processes and into already existing action
plans.

The project works in three areas: (1) Strengthening the implementation of the
National Action Plan and the sub-national action plans on the reduction of GHG
(RAN / RAD-GRK); (2) More ambitious climate change goals in the sectorial plans
of selected line ministries in line with a coherent Indonesian climate policy;
(3) Strengthening the capacity to develop national climate-related finance and
fiscal policy instruments.

Indonesian candidate for one position of 

 

Technical Project Professional: NDC & RPJMN

 A. Responsibilities

  •  Coordinate and managing the work on climate mitigation measures
    in the Energy sector, especially on Renewable Energy development and utilization
  • Coordinate and managing the work on waste to energy measures
    involving public and private sector 
  • Support the modeling
    of climate targets in relation with economic and social development for
    Nationally Determined Contributions implementation
  • Support the climate policy integration into the national
    development planning 
  • Coordinating and synergies activities between PAKLIM
    and other related projects within the portfolio (Integrate results and experiences to improve synergy on overall activities between the projects)
  • Liaison between the project and Ministry of Energy and
    Ministry of Environment and Forestry for joint activities within the project
    and support the work on mitigation measures in the energy, industry and/or waste
    sector towards the implementation of the National Action Plan/RAN-GRK and the
    Nationally Determined Contributions (NDC) 
  • providing professional advice to partners and
    cooperating with important stakeholders 
  • Innovation and knowledge management and
    communication of innovation to partners and important
    stakeholders

 

In this context, the position holder fulfills the following tasks:

B. Tasks

 1.      Professional advisory services

  • advises partner institution(s) on
    identifying needs, developing concepts and strategies, and provides technical
    input related
    with mitigation actions in the energy, waste and
    industry sectors towards
    the implementation of the National Action Plan/RAN-GRK and the harmonization of
    Nationally Determined Contributions (NDC)
  • participates in identifying needs for external
    support and advice,
    works on policy recommendations and develops a strategic approach
  • contributes to prepare
    and implementing the coordination process, joint project activities 
  • formulates terms of reference and selects and
    supervises third parties in the course of carrying out project/programme
    activities, including performance evaluation
  • deal with the design,
    preparation and implementation of workshops, seminars and other events on
    issues related to the activities under his/her
    responsibilities
  • develops and organises quality assurance
    measures and suggests necessary changes, improvements and initiatives
  • monitors project progress
    and the activities of components, reviews reports and documents on the progress
    of joint programmes, identifies bottlenecks and recommends alternative
    management options to the programme manager
  • responsible for seeing
    that the services provided by the project are aligned with
    the partner’s needs

 2.      Networking and cooperation 

  • ensures cooperation, regular
    contact and dialogue with partners, relevant organisations, non-governmental
    agencies and individuals in the project and with other projects to improve and
    maintain good working relationships
  • communicates local
    interests and efforts, forwards these and encourages sharing ideas and
    information for the benefit of the project 
  • communicates regularly
    with other GIZ projects on specified topic(s) related with GAN/RAD-GRK
    implementation, NDC Harmonization and climate finance instruments

3. Knowledge management

  • compiles information and
    ensures knowledge transfers
  • develops ready-to-use
    strategies and technical concepts, including guidelines, manuals and procedures
  • draws up reports and
    presentation documents 
  • formulates appropriate
    input for project reports 

 4.      Management and coordination tasks

  • supports project
    planning and develops project concepts and strategies, ensures implementation
  • uses GIZ’s Capacity Works
    to manage the projects
  • compiles the relevant
    information for joint activities and assignments

 5.      Other duties/additional tasks

  • performs other duties and tasks at the
    request of management 


C. Required qualifications, competences and experience

Qualifications

§  Bachelor/B.S. in an
area that is related to the project objectives, with a focus on a relevant
field

§  Familiar with climate
policy (RAN/RAD GRK), familiar with system dynamic modeling, expertise in
energy, waste sector, and familiar with climate policy instruments, NAMAs, etc.

 

Professional experience

§  7-10 years’
professional experience 

 

Other knowledge, additional competences

  • very good working
    knowledge of ITC technologies (related software, phone, fax, email, the
    internet) and computer applications (e.g. MS Office)
  • fluent written and oral knowledge of the
    European language widely used in the country and a working knowledge of German
  • willingness to up skill as required by the
    tasks to be performed – corresponding measures are agreed with management
