Daily Consultant as Clinical Expert for World Bank Cervical Cancer Assessment

BACKGROUND

The World Bank is currently working with the Indonesia MoH in support of the national cervical cancer elimination plan to prepare a World Bank/GFF financed project to address the challenges to scale up of cervical cancer prevention services.  As an initial step, a rapid assessment of technical strategies, operational capabilities, and capacity requirements is necessary to inform the project’s systems design and implementation framework, which will comprise HPV vaccination, HPV screening, confirmatory diagnosis and triage, and treatment of precancerous lesions.

The activities include developing the methods, conducting the assessment, including development of a district assessment methodology and supporting guidance for use by DHOs in determining district readiness to provide the full continuum of cervical cancer prevention screening and treatment.  A clinical expert is needed as a consultant who will work in a team with other experts. The clinical expert will provide assistance to the team especially in the areas of HPV screening, diagnosis, treatment and referral.

 

SCOPE OF SERVICES

The Consultant will be expected to perform the following tasks:

  1. Participate in preparation of inception report
  2. Participate in National rapid health assessment – tool development and implementation, especially for the screening, diagnosis, treatment and referral areas
  3. Participate in National assessment report drafting, especially for the screening, diagnosis, treatment and referral areas
  4. Participate in District rapid health assessment – tool development and implementation, especially for the screening, diagnosis, treatment and referral areas
  5. Participate in District assessment report drafting, especially for the screening, diagnosis, treatment and referral areas
  6. Participate in Modelling of impact and cost-benefit options for scale up, especially for the screening, diagnosis, treatment and referral areas
  7. Modelling report drafting, especially for the screening, diagnosis, treatment and referral areas.

 

EXPECTED OUTCOMES & DELIVERABLES

With the team, the expected outcomes and deliverables include the following

  1. Inception report – plans for completing the assignment, including methodologies, data collection plans and activity timelines
  2. Rapid health assessment reports for scale-up of HPV vaccination, screening, treatment of precancerous lesions and referrals (one for national level and one for district level)
  3. Finalized district readiness assessment tool with documented guidance for implementation
  4. Report with modelling impact of intervention and scale up options
  5. Data files and source documents

 

DURATION/TIMELINE

This consultancy is for 20 days within the following period:

QUALIFICATIONS

  1. Medical degree (in obstetrics & gynecology preferred) or masters/doctoral degree public health, health policy, or other relevant field.
  2. At least 8 years experience with health service management and programs in LMIC contexts, including experience with cervical cancer interventions/programs.
  3. Able to travel within the country.

 

CONDUCT OF THE WORK

During the contract, the consultant will report directly to Jhpiego Indonesia Research and Evaluation Director.
