Conducting comprehensive baseline assessment of water loss at physical and commercial losses in Sukabumi District

 

  1. BACKGROUND  

Water.org is an international non-profit charitable organization based in the US.  It has field or country offices in 13 countries which includes Indonesia.  Water.org is focused on promoting wide access to water and sanitation services, especially toward poor households, or Base of Pyramid (BoP) households. Water.org works with partner organizations in various countries including microfinance organizations and water utilities. The purpose is to help these institutions promote water and sanitation loans or water connection financing services (in the case of water utilities) to BoP households.  

PDAM Sukabumi currently serves the Sukabumi Regency, home to a population of 2.1 million. However, our current service coverage stands at only 11.8%. We are now under significant pressure to bridge this gap, with a mandate to increase coverage to 50% within the next five years. 

PDAM Sukabumi stands at a critical crossroads. On one side is a future of high-quality, 24/7 service; on the other is a reality of dwindling budgets and technical roadblocks. The landscape has shifted. The new Head of District has changed the sectoral priorities, viewing PDAM as a self-sufficient entity capable of securing its own financing. Consequently, government funds previously allocated for expansion and improvement have been significantly reduced. While PDAM strives for independence, it cannot fund the entirety of these ambitious projects with internal capital alone. PDAM is essentially running a race with weights on their ankles. 

The primary strategy to optimize the existing water supply system is to upgrade production and reduce water losses. However, PDAM faces two distinct hurdles: 

  • Infrastructure: PDAM recognizes the urgent need to replace aging pipelines. 
  • Capability: The team’s current ability to manage physical water loss is at its limit. PDAM required specialized technical support to move beyond basic repairs to sophisticated, data-driven water-loss reduction. 

 To avoid this stagnation, a strategic assessment to determine which projects can be covered by PDAM funds and which require external funds. We specifically seek support in water loss management to ensure that our limited equity is spent on a system that is efficient, modern, and ready to scale. 

2. SCOPE OF WORK  

Water.org intends to engage a consulting firm as consultants with previous experience of working with PDAMs. Previous experience of assessing development work around water would be an advantage. The selected consultant will be engaged to provide services on “Conducting comprehensive baseline assessment of water loss at physical and commercial losses in Sukabumi District”   

The report at least consists of: 

  • Result of the analysis of the existing business plan and an existing annual plan (RKA) to align with NRW reduction initiatives 
  • Baseline the review of performance or service quality, especially pressure, service hours, water quality, average consumption of domestic customers, and NRW. The baseline will include map existing assets and identify leak-prone zones, analyze physical and commercial losses, review financial capacity and investment potential as well as capital requirement for implementing NRW reduction projects and source of capital.  
  • Execute a pilot system diagnostic to establish accurate performance baselines, including analyzing investment capability for addressing both commercial and physical water losses, and provide a roadmap for accessing capital, evaluating options from lenders and technical providers who offer integrated financing and Water Loss Reduction expertise. 
  • Assist in monitoring the water loss reduction project and develop and assist Perumda Air Minum to conduct an impact evaluation framework, including a strategic roadmap for scale-up. 
  • Deliver specialized training on water loss reduction to build a foundational skill set and ensure organizational buy-in as well as on how to monitor, evaluate, and analysis through endline assessment 
  • Review and comply with the current regulations, especially internal regulations at perumda and local government in relation to NRW reduction initiatives. 

 Assignment Summary 

The consultant will prepare a completion of baseline Assessment to properly identify the potential areas according to water loss needs, in order to provide relevant results in water saved including financial investment analysis that explain costs of pipe replacement and rehabilitation roadmap; and clear sequencing aligned with PDAM cash flow and financing options deliver training on water loss reduction to build a foundational skill set 

 3. SCHEDULE

4. REQUEST FOR PROPOSAL 

Water.org aims to hire a consultant to work with Water.org Indonesia to implement the Project as described in the scope of work outlined above. The proposal should include a technical and financial proposal well as a project timeline. Please refer to the timeline section for additional information. Applicants may be consulting firms with a designated team leader.  Applicants, at least Team Leader and Expert, must exhibit the following qualifications: 

  • Understanding of TOR 
  • Demonstrated experience with PDAM and familiarity with the PDAM business process 
  • Experts with at least 10 years of experience in the water supply system, particularly in NRW project 
  • Experienced carrying out NRW projects at least 3 projects. 
  • Attach Team Member experience, only experiences related preparing in Water Supply System Development and/or NRW project 
  • Having knowledge and experience on mitigation and adaptation to climate change is value-added. 

 5. BUDGET 

The budget proposal must be submitted by the Consultant, and approval of the final budget is fixed and cannot be negotiated. All budgets will be provided in IDR. Budget notes are encouraged.  

Examples are provided with the attached budget template. The consultant must provide budget information in the attached format, or with any other format that specifies the details of the same. All components of the tax should be included in the budget. The Consultant will be responsible for paying all the taxes. 

 A sample of payment terms is by following:  

  • First tranche – 30% of the contract price – upon signing of the contract. 
  • Second tranche – 40% of the contract price – upon submission of the draft report of baseline assessmentof water losses  
  • Third tranche – 30% of the contact price – upon submission of the final report of baseline assessmentof water losses 

 6. SUBMISSION PROPOSAL 

Full proposals must be sent to emailed to Dwinita Wulandini, Senior Partnership Accounts Manager Water.org Indonesia, at email address dwulandini@water.org with “Baseline assessment of water loss at physical and commercial losses in PDAM Sukabumi District” in the subject line. Proposal submission deadline is June 1st, 2026, Jakarta Time Zone. Proposals will be examined in turn. Proposal must be submitted in English.
