Koalisi Ekonomi Membumi (KEM) is a collective movement dedicated to accelerating the growth of a sustainable investment ecosystem that prioritizes Indonesia’s local wisdom. With 29 member organizations, KEM has united stakeholders under a shared vision, emphasizing sustainability commitments: 100 jurisdictions implementing dedicated policies and planning for sustainability, 100+ businesses operating with sustainable practices and integrated into sustainable supply chains, and unlocking transactions, investments, or financing totaling USD 200 million.

About FLARE 

FLARE (Fostering Linkages for Actionable Reform of Economy) is a joint strategy operationalized as a joint programme portfolio led by BLESS Indonesia Foundation and  Koalisi Ekonomi Membumi (KEM). FLARE’s vision is that by  2045, Responsible Bioeconomy as a solution to climate crisis becomes a significant part of Indonesia’s Economy. This transformation is possible only when government and market system actors, leaders and collectives are resilient and adaptive,  able to move in cohesive rhythm to consistently enforce and sustain strong, investable Responsible Economy value chain ecosystem. In practical sense, it aims to support Indonesia’s transition from an extractive economic model towards a responsible bioeconomy that protects forests and ecosystems, improves livelihoods, and strengthens individual resilience through systemic change by three levers : policy, market and human capital system. 

Given FLARE’s scale and ambition, KEM and BLESS are establishing a Joint Fundraising Unit (JFU) to mobilise the resources needed to deliver the 2026-2030 target. The JFU is mandated to coordinate all FLARE-related fundraising functions on behalf of KEM and BLESS, including pipeline management, donor engagement, proposal coordination and portfolio-level reporting, under the strategic direction of the FLARE Joint Portfolio Board (JPB). Within this JFU, the Partnership Associate-Resource Mobilization will be responsible for FLARE’s fundraising and partnership work with diverse funders: philanthropy, multilaterals, bilaterals and regional windows, climate and nature funds, impact investors and  the likes. 

Purpose of the Role

The Development and Growth Associate supports the development, coordination, and stewardship of FLARE’s institutional and impact-oriented funding portfolio. Working under the supervision of the Joint Fundraising Unit Lead and within the Joint Fundraising Unit (JFU), the role contributes to the following core areas:

Responsibilities & Deliverables

Key Responsibilities Scope of Work
I.Funding Deal-Making (60%) 
A. Institutional & Impact Funding Pipeline Development and Management 
  • Support prospecting, tracking, and prioritisation of institutional and impact finance opportunities (philanthropy, multilateral funding, bilaterals/regionals, public-sourced funding, DFIs, blended finance, and or impact investments) aligned with FLARE’s fundraising strategy and thematic priorities of climate and green development, economic mobility, gender and diversity, food system, education and health and etc based on the agreed donor cycle and Fundraising strategy.
  • Maintain accurate and up-to-date pipeline information in shared fundraising tools and trackers.
  • Provide inputs and briefings on emerging funding windows, partner interests, and contextual risks to inform fundraising decisions.
B. Donor Engagement and Cultivation for Institutional / Impact Segment
  • Contribute to engagement and cultivation activities with institutional and impact partners, including meetings, briefings, learning sessions, and field exposure to donor, including high level event engagements and/ or public-facing engagement events when deemed necessary.
  • Prepare background materials, meeting notes, and follow-up summaries to support effective funders interactions involving FLARE Joint Portfolio Board, KEM, and BLESS .
  • Support the maintenance of relationship records and institutional memory across partners and funding accounts.
C. Proposal Development and Deal Shaping (Institutional / Impact Segments) Lead the funder opportunity cycle process starts from identification, cultivation until solicitation phase by : 

  • Coordinate the preparation of concept notes and funding proposals where assigned, in close collaboration with programme, finance, MEL, and partner teams.
  • Support the shaping of funding arrangements and instruments such as grants, re-granting model, re-investment facilities, TA facilities, blended-finance or guarantee structures that match with funders’requirements and FLARE’s delivery capacity.
  • Assist clarification and negotiation processes related to scope, budget, and reporting requirements, under the direction of the Head of Joint Fundraising Unit.
II. Funders Retention and Management (30%) 
D. Grant Stewardship and Strategic Donor Engagement 
  • Act as a focal point for basic grant start-up coordination and ongoing stewardship for secured institutional and impact funding within this segment.
  • Coordinate with the FLARE Communications Specialist, MEL, and programme teams to support the development of coherent, accurate, and strategic donor communications and engagement materials, including impact narratives, learning products, and periodic updates.
  • Support timely and high-quality narrative inputs for donor reporting and key engagement moments, ensuring that results, challenges, and learning are communicated clearly and credibly.
  • Contribute to stewardship and retention efforts by helping position achievements, lessons, and emerging impact in ways that sustain relationships and support future partnership opportunities.
III. Knowledge Management and Learning (10%) 
E. Learning and Internal Governance 
  • Document insights, lessons learned, and emerging practices related to institutional and impact funding, including donor preferences, instruments, risk considerations, and engagement approaches.
  • Contribute these insights to Joint Fundraising Unit tools, guidance, and reflection processes to strengthen overall fundraising strategy effectiveness.
  • Participate in Joint Fundraising Unit coordination routines to ensure alignment, information flow, and shared accountability across KEM, BLESS, and FLARE Flagship teams.

Qualifications

  • Minimum 3-5 years of relevant experience in partnerships, resource mobilisation, fundraising support, business development, or capital mobilisation, preferably within climate, environment, sustainable development, social justice, or impact-oriented initiatives.
  • Demonstrated experience supporting or coordinating institutional and impact funding processes, including concept notes, proposals, or funding facilities with multilaterals, bilaterals, foundations, DFIs, or impact investors.
  • Practical understanding of the institutional and impact funding landscape relevant to FLARE, such as climate and nature finance, sustainable agriculture, livelihoods, resilience, or systems-change programmes.
  • Experience working within or alongside coalitions, alliances, or multi-stakeholder platforms, with exposure to shared governance or coordinated fundraising processes.
  • Familiarity with proposal development, donor compliance requirements, and basic results-based management and MEL concepts, sufficient to contribute to credible fundraising and reporting narratives.
  • Strong written and spoken English; working proficiency in Bahasa Indonesia is highly desirable.
  • Experience working in Indonesia or the Asia-Pacific region is an advantage.

Role Specific Governance 

The Associate will work as part of the FLARE Joint Fundraising Unit (JFU) and contribute to the delivery of the joint FLARE fundraising strategy under the following arrangements:

  • Functional supervision will be provided by the Head of Joint Fundraising Unit, including guidance on segment priorities, portfolio contributions, work planning, and performance.
  • Administrative and contractual supervision will be provided by Koalisi Ekonomi Membumi (KEM) as the legal employer and co-implementor of the FLARE strategy. All human resources-related matters (contracting, payroll, benefits, leave, and related policies) will follow KEM’s policies and procedures.
  • The position is expected to work in close, day-to-day coordination with KEM and BLESS secretariats, FLARE Flagship teams, and relevant coalition members, in line with the agreed FLARE governance arrangements and joint fundraising architecture.

The Associate operates within the Joint Fundraising Unit (JFU) and focuses specifically on partnerships for resource mobilisation and funding-related engagement in support of the FLARE joint strategy. This role is distinct from partnership roles within KEM, BLESS, or other host organisations, which may include programme delivery partnerships, advocacy alliances, technical cooperation, or organisational- level relationships, particularly as follows : 

  • The  Associate does not replace or override institutional partnerships or program lead managed by KEM, BLESS, or FLARE Flagship teams for programme implementation or organisational collaboration.
  • The role focuses on funding-related partnership development, coordination, and stewardship, working in complementarity with organisational partnership leads and Flagship teams.
  • Engagement with shared or overlapping partners will be conducted in coordination with relevant host organisations, in line with agreed FLARE governance arrangements and internal protocols.
