In Indonesia, GIZ’s Energy Programme Indonesia acts as trusted partner and technical advisor to the Government of Indonesia for the transition towards a sustainable energy system.
The Energy Transition Cluster of GIZ Indonesia works across five thematic areas:
- Power system transformation
- Sustainable energy finance
- Industry decarbonization
- Island energy solutions
- Just Energy Transition
The policy advisor provides technical and strategic advice to the Indonesian government as part of the Energy Programme’s Policy Unit which seeks to streamline policy advisory work towards Indonesian ministries across all energy projects.
For this posting, expertise in the field of renewable energy, energy efficiency and/or just transition is sought after. To support the thematic area, we seek one (1) motivated and qualified Indonesian candidate for this position.
Tasks & Responsibilities
- Advise and support the political partner MEMR on the development of policies and improving the regulatory framework for renewable energy, energy efficiency, just transition and/or carbon market.
- Design and implement technical and strategic advisory and capacity development activities tailored to the demand of the political partner(s) and with the aim to accelerate the Indonesian energy transition.
- Monitor and analyze current and new relevant legislation and regulations in Indonesia and globally as well as their impact as basis for the advisory work.
- Conceptualization, design, preparation, organization, facilitation and documentation of events, workshops and conferences
- Conceptualization of Terms of Reference for the procurement of external consultants and subsequent steering of external international and local consultants
- Write, revise and review reports, brochures, policy briefs and recommendations for in and external audiences, and other documents ensuring high quality outputs.
- Act as knowledge expert on selected policy topics, present results to high-level government representatives (Indonesian and German) and other relevant stakeholders in various formats.
- Develop and maintain relationships with the political partner and other relevant public and private sector stakeholders.
- Contribute from your field of expertise to the GIZ portfolio development, including the participation in the preparation of new project concepts.
- Under the guidance of the Policy Unit Lead, as member of the Policy Unit under the German-Indonesian Energy Cooperation Hub (Energy Hub) Team, contribute to an integrated, programmatic approach for delivering policy advisory work to our partners beyond project boundaries.

While the position is anchored under one project, you support the Energy Programme Indonesia/ASEAN and projects within it, as a member of the Policy Unit / Energy Hub team.
Job Requirements
- University degree in economics, law, engineering, public policy, political science or similar relevant field
- At least 5 year working experience in renewable energy, energy efficiency, carbon markets, ideally in the area of energy policy making.
- Deep understanding of the Indonesian energy sector as well as its actors
- Strong network in the Indonesian energy sector as well as with energy relevant ministries
- Stakeholder management skills
- Excellent written and verbal communication, interpersonal and presentation skills (English and Bahasa Indonesia)
- Outstanding conceptual and strategic thinking skills
- Previous experience in procurement and steering of external international and consultants.
