SENIOR HIV/AIDS M & E ADVISOR

 

Palladium is appointed by USAID to manage USAID-funded Health technical Assistance Project
(BANTU), to support USAID Indonesia’s Country Development Cooperation Strategy (CDCS) by rapidly leveraging specialized short and long-term technical assistance to USAID, USAID-funded programs; the Government of Indonesia (GOI), and other organizations and
agencies as required.

We are currently seeking a long-term Senior HIV/AIDS Monitoring and Evaluation Advisor
to work closely with USAID/Indonesia’s Office of Health and its local counterparts. 

JOB SUMMARY:

In Indonesia, HIV/AIDS is concentrated among high-risk behavior groups of sex workers, men who have sex with men (MSM), people who
inject drugs (PWID) and transgender persons (TG) in medium and large cities and major ports in the world’s largest archipelago.  In partnership with the Government of Indonesia (GoI), civil society organizations (CSOs), multilateral agencies and other donors,
PEPFAR Indonesia focuses the support on the continuum of HIV prevention, treatment, and care for key (KP) and priority populations (PP) in select districts in Papua and Jakarta. PEPFAR Indonesia supports the implementation of Strategic Use for ARV (SUFA) through
the capacity strengthening of KP-friendly public and private sectors clinics in Jakarta and Papua, and strengthens the reach of civil society organizations to improve prevention outreach and referrals for HIV testing and more targeted HIV case finding among
key populations in Jakarta, and KP and PP in Papua

USAID-funded activities focus on expanding access to HIV services; reducing sexual transmission of HIV and harm reduction by accelerating
condom availability and use among high risk behavior groups (MSM, FSW, TG, PWID and other high-risk men); building the capacity of civil society organizations and government counterparts to provide continuum from prevention to care and treatment services (CoPCT);
and providing technical assistance (TA) to support Ministry of Health (MOH) and National AIDS Commission (NAC) efforts to expand coverage and improve the quality of CoPCT services. 

Palladium is recruiting for an
Indonesian (local hire) Senior Indonesian HIV/AIDS Monitoring and Evaluation (M&E) Advisor to be seconded to the MOH to help improve data management flow and quality of routine HIV-related program data from the service delivery level to the district,
provincial and national levels. This individual will serve as a key member of the M&E team within the MOH’s Sub-Directorate AIDS (Sub-Dit AIDS) and play a crucial role in the national M&E working group.  S/he will provide technical expertise and guidance in
areas related to the routine monitoring and evaluation of the GOI’s HIV program at the national, provincial, and local government levels.  This is a long-term advisor position, based in Jakarta, Indonesia, for a one-year period with strong possibility of extension
for additional year, and will require frequent domestic travel.

REQUIREMENT:
Master’s degree in public health, epidemiology, biostatistics, demography, social or behavioural science or a related field is required, 10 years’ experience in public health programming
with min. 5 years in program HIV/AIDS M&E, good analytical skills, strong knowledge of donor programs and coordination process in HIV/AIDS, experienced in developing, writing and conducting M&E report and assessments, excellent in English and Bahasa Indonesia.
