OVERALL PURPOSE OF ASSIGNMENT

Data Collector is a part of baseline data collection consultant that will work closely with Momentum Country and Global Leadership (MCGL) Project team to collect the ILP data indicators in the health centers and District Health Office (DHO).

  • Achievement of RPJMN indicator targets related to primary health care that have not been fully achieved;
  • Achievement of Minimum Service Standards (MSS) in 2022 is still below target;
  • Four major catastrophic diseases, namely heart disease, cancer, stroke and kidney disease, are the highest causes of death that are still not resolved;
  • High fiscal burden from chronic diseases that are largely preventable;
  • A change in strategy at the global level with a focus on strengthening primary care.

USAID-MOMENTUM supports the Ministry of Health’s efforts to replicate the primary health care model in 66 districts in five provinces (Banten, East Java, North Sumatra, NTT and South Sulawesi).

JUSTIFICATION

To measure the effectiveness of program implementation, baseline data is needed as a basis for intervention and also comparison data in assessing the success of the intervention program. Perviously, USAID Momentum had collected data in 44 districts in five provinces, currently continuing in new area 22 district in 3 provinces. In connection with this, as a first step in carrying out Baseline data activities, we will currently recruit 5 data collectors (enumerators) who will be placed in 22 districts/cities according to collect the data.

SCOPE OF SERVICES

  1. Conduct field visits to Puskesmas to collect the USAID data indicators;
  2. Conduct field visits to District Health Office (DHO);
  3. Manage data collected from the data collection process;
  4. Input the data through the ODK (Open Data Kit) system;
  5. Write a complete data collection report in accordance with the expected standards;
  6. Close coordination with teams in province/city and national levels;
  7. Documenting data collection in the form of photos (with informed consent) according to the list of document documentation, research notes, voice recordings, etc.

EXPECTED OUTCOMES & DELIVERABLES

  • The result of baseline data collection from Puskesmas and DHO is correct, complete and accurate;
  • Baseline data collection from facility and DHO has been inputted into the ODK system;
  • Report of health centres data collection implementation in all health centres and DHO;
  • Baseline data collection documentation for health centers data collection and client survey (recording, photo, according to the list of document documentation).

 

DURATION/TIMELINE

The contract will be conducted over a period of one month from December 2024 – January 2025 with this following timeline:

CONDUCT OF THE WORK

During the contract, the consultant will report directly to MEL Specialist Province

Data collectors will collect data in 4-5 districts with the number of working days maximum around 19-22 days, its depends of district numbers.

CONSULTANT SPECIFICATIONS/QUALIFICATIONS

  • Have a background in health education (midwifery, nursing, bachelor of public health) or other relevant background.
  • Willing to work full time at the end of November 2024 – January 2025, and not having ties with other institutions during the data collection period.
  • Have a minimum of 2 years’ experience in quantitative and qualitative studies, especially in Health research.
  • Have experience in working with teams and provide full support during the implementation of data collection.
  • Willing to be placed anywhere according to the study area during the research period.
