Description: 

The Government of Indonesia (GOI) and partners would like to understand the impact of the Jaminan Kesehatan Nasional (JKN) on various social issues. The USAID-funded Health Policy Plus (HP+)
project is collaborating with several partners to provide technical assistance to the GOI for related analyses over 2016-17.

 

HP+ is seeking a qualified local candidate to provide quantitative and qualitative analysis of various data collected
for the JKN evaluation program from late 2016 to late 2017. The data analyst will be responsible for sourcing, compiling, cleaning, analyzing and presenting data on revenue, expenditure, beneficiaries, utilization, claims, provider payment, service costs,
health outcomes and other aspects relevant to the JKN program. The selected candidate will work closely with HP+ staff in-country and remotely, as well as other government institutions and key stakeholders. The data analyst will be based in Jakarta and willing
to travel locally and within the country as needed.

This is a full-time, fixed-term 12 month contract, starting as soon as possible. It is a local hire position, no relocation
or expatriate benefits will be provided. The data analyst will perform the responsibilities listed below with oversight and direction from the project lead or his/her designee.

 

Data Analyst’s Responsibilities:

·        
Lead data collection
from government institutions and key stakeholders, ensuring the accuracy and completeness of data requested and collected

·        
Collect data from primary or secondary data sources as needed, and maintain databases/data systems

·        
Conduct structured interviews as needed with key personnel from various government institutions and external organizations to obtain and compile relevant data

·        
Clean and interpret data, and analyze results using statistical techniques

·        
Identify, analyze, and interpret trends or patterns in complex data sets

·        
Assist with the production and presentation of interim and final deliverables for the program

Requirements:

Desirable

·        
A Master’s Degree in Economics, Statistics, Mathematics or other related disciplines

·        
Sound understanding of the Indonesian health systems context and the JKN scheme, including benefits packages, provider payment mechanisms, service delivery, human
resources for health, and health financing issues

Essential

·        
A Bachelor’s Degree in Economics, Statistics, Mathematics or other related disciplines

·        
At least 6 years’ work experience (3-4 years if candidate holds a Master’s degree) with increasing responsibility and demonstrated expertise is quantitative analysis

·        
Ability to independently manage work streams and advance activities with minimal supervision

·        
Significant experience collecting, managing and analyzing quantitative and qualitative data

·        
Experience using statistical software (e.g. Stata, SPSS, R, SAS)

·        
High degree of proficiency with Microsoft Office Suite (Excel, Word, Powerpoint, in particular)

·        
Ability to work to tight deadlines

·        
Excellent interpersonal skills

·        
Excellent English writing, communication and reporting skills with attention to detail

·        
Fluency in Bahasa

·        
Flexibility, adaptability, and resourcefulness
