PROGRAM BACKGROUND
The Asia Foundation (TAF) is supporting the implementation of PARTISIPASI (Indonesia Democratic Participation Program), an Australian Government-supported initiative designed to strengthen democratic resilience and participation in Indonesia. PARTISIPASI is a multi-year program that aims to support Indonesian state and non-state actors to maintain substantive democracy through strengthened civic participation, institutional accountability, and collaborative democratic action.
The program builds on lessons and experiences from the Democratic Resilience Program (DemRes) and reflects Indonesia’s own national development priorities to strengthen substantive democracy, public participation, and institutional resilience. PARTISIPASI works across several focus areas, including electoral integrity, parliamentary accountability, civic participation and education, independent and quality media, and countering mis/disinformation and anti-democratic narratives.
The program will operate nationally and in selected subnational locations, including Yogyakarta, Makassar, and Aceh, through collaboration with civil society organizations, media, universities, think tanks, electoral institutions, parliament, and other democratic stakeholders.
As part of Component 2 – Civil Society Partnership (CSP), The Asia Foundation (TAF) will serve as the Convenor of the PARTISIPASI program and will establish a collaborative partnership model involving Core Group Partners and Collaboration Partners. The approach is intended to strengthen coordination, collaboration, learning, and collective action among democratic actors in Indonesia while promoting locally led and adaptive approaches.
SUMMARY OF JOB RESPONSIBILITIES
- Based in Jakarta, the Grants & Finance Manager will oversee contracting, grant disbursement, financial administration, and performance monitoring for the Civil Society Partnership (CSP) under PARTISIPASI. The role will ensure that due diligence processes are conducted in line with DFAT requirements, including follow-up processes related to DFAT’s selection of Core Group Partners and the procurement of the Monitoring, Evaluation, and Learning (MEL) Hub.
- The Grants & Finance Manager will ensure smooth, timely, and accountable management of all grants and contracts, including issuance, compliance, reporting, and financial oversight. The role will support effective grant administration for Core Group Partners and the MEL Hub, ensuring alignment with the CSP Strategy, DFAT standards, and program requirements.
- This position will also oversee financial operations related to grants and contracts, including budgeting, fund disbursement, financial tracking, and financial reporting. The role will ensure compliance with financial procedures and support the efficient and timely allocation of resources.
- The Grants & Finance Manager will work closely with the Convenor Director, Grant and Administrative Officer, Program Partnership Officer, MEL Hub, TAF Finance unit, Grants & Contracts Unit, and Operations teams, and partner organizations to support effective grant management, compliance, and program accountability.
RELATIONSHIP
Internal
- Maintain regular coordination and communication with the PARTISIPASI Convenor team, including the Convenor Director, Grant and Administrative Officer, Program Partnership Officer, and MEL Hub.
- Coordinate closely with TAF finance, grants, procurement, legal, compliance, and operations teams.
- Support internal coordination related to grant management, contracting, financial administration, and compliance.
- Provide technical guidance and support related to grant administration and financial compliance processes.
External
- Maintain strong working relationships with Core Group and Collaboration Partners related to grants, contracts, financial reporting, and compliance requirements.
- Coordinate with consultants, service providers, auditors, and external stakeholders where relevant.
- Support communication and coordination with DFAT and other stakeholders related to grants management and compliance processes as required.
- Facilitate orientation and coordination with partners regarding grant procedures, compliance standards, and reporting requirements.
JOB FUNCTIONS
Grant Management and Compliance
- Oversee grants and contracting processes for the Civil Society Partnership under PARTISIPASI.
- Manage grant issuance, contract administration, agreement tracking, reporting schedules, and compliance monitoring.
- Ensure grants and contracts are administered in accordance with DFAT requirements, TAF policies, and program procedures.
- Coordinate due diligence assessments and compliance processes for Core Group Partners, Collaboration Partners, consultants, and the MEL Hub.
- Support follow-up processes related to DFAT selection and approval processes for Core Group Partners and MEL Hub procurement.
- Review and monitor partner compliance with grant agreements, reporting requirements, safeguarding standards, and financial procedures.
- Monitor grant implementation progress, deliverables, reporting submissions, and contractual obligations.
- Ensure timely processing and management of grant amendments, approvals, documentation, and correspondence.
- Support development and maintenance of grants management systems, tracking tools, and documentation processes.
- Provide guidance and support to partners regarding grants administration, compliance, and financial reporting requirements.
Financial Management And Operations
- Oversee financial administration related to grants, contracts, and CSP operations.
- Support budgeting, financial planning, fund disbursement, expenditure tracking, and financial reporting processes.
- Coordinate with finance teams to ensure accurate and timely grant disbursement and financial reconciliation.
- Monitor budget utilization and financial compliance across grants and contracts.
- Ensure compliance with financial procedures, donor requirements, and internal controls.
- Assist in preparing financial updates, grant summaries, and budget tracking reports.
- Support audit preparation and financial documentation processes as required.
- Assist in identifying financial and operational risks and support mitigation measures.
Program Coordination and Reporting
- Support coordination and communication with partners related to grant implementation and compliance.
- Assist in preparing grant management updates, reports, presentations, and program documentation.
- Contribute to operational planning and coordination processes across the Civil Society Partnership.
- Support documentation of lessons learned and good practices related to grant management and compliance systems.
- Support coordination between programmatic, financial, operational, and MEL processes.
General
- Participate actively in regular team meetings, coordination processes, and planning discussions.
- Ensure compliance with TAF and donor policies, procedures, and safeguarding standards.
- Support smooth implementation of program operational and accountability systems.
- Perform other relevant tasks as assigned.
REQUIREMENTS
Education
Bachelor’s degree in finance, accounting, public administration, management, development studies, governance, business administration, economics, or other related fields.
Experience
- Minimum of seven years of professional experience in grants management, financial management, donor compliance, program administration, or related areas.
- Demonstrated experience managing donor-funded grants and contracts, preferably within governance, democracy, civil society, or development programs.
- Strong experience in grant administration, due diligence, contracting, compliance monitoring, and financial reporting.
- Familiarity with international donor compliance requirements and grant management standards, preferably DFAT-funded programs.
- Experience managing budgeting, fund disbursement, expenditure tracking, and financial monitoring processes.
- Experience working with civil society organizations, multi-stakeholder programs, or partnership-based initiatives.
- Strong understanding of financial accountability, internal controls, and risk management processes.
- Experience supporting audits, financial reviews, and compliance assessments.
- Experience working with national and subnational partners in Indonesia is desirable.
Other
- Excellent verbal and written communication skills in both English and Bahasa Indonesia.
