Developing Detailed Engineering Design in PDAM City of Bogor

  1. BACKGROUND

Water.org is an international non-profit charitable organization based in the US.  It has field or country offices in 13 countries which includes Indonesia.  Water.org is focused on promoting wide access to water and sanitation services, especially toward poor households, or Base of Pyramid (BoP) households. Water.org works with partner organizations in various countries including microfinance organizations and water utilities. The purpose is to help these institutions promote water and sanitation loans or water connection financing services (in the case of water utilities) to BoP households.

Home to approximately 1.14 million people, Bogor City is one of West Java’s fastest-growing urban centers and continues to attract residents seeking better economic opportunities and access to public services. Perumda Air Minum Tirta Pakuan (PDAM) of Bogor City service coverage is 65.27%, consisting of 30% lower-income households. In response to municipal mandates to accelerate coverage, PDAM plans to expand infrastructure through the Cikereteg Sub-System development targeted for 2027.

  1. SCOPE OF WORK

Water.org intends to engage an organization with previous experience of working with PDAMs. Previous experience of developing Detailed Engineering Design would be an advantage. The selected organization will be engaged to provide services on “Developing Detailed Engineering Design in PDAM City of Bogor”

The report at least consists of:

  • The organization shall prepare the Detailed Engineering Design (DED) for the Cikereteg Sub-system, in coordination with PDAM City of Bogor. The DED shall be complied with reference to the Ministry of Public Works and Housing (MPWH) recent Regulation or as otherwise customized to suit the specific requirements and conditions of the project.
  • The Report of DED consists of:
  1. Detailed plan of activities
  2. Technical calculations and drawings
  3. Technical specifications
  4. Investment plan (including water supply system up to distribution pipe)
  5. Unit price analysis
  6. Stages and schedule of implementation
  7. Activity implementation documents (Bidding documents, Bidding schedule, and packaging).

Assignment Summary

The organization shall prepare the Detailed Engineering Design (DED) in coordination with PDAM City of Bogor, in accordance with the latest applicable Ministry of Public Works and Housing (MPWH) regulations and project-specific requirements. The assignment shall include preparation of the activity plan, technical calculations and drawings, technical specifications, cost and unit price analysis, investment plan (including water supply system up to distribution pipe, implementation stages and schedule, and related implementation documents, including bidding documents, bidding schedule, and contract packaging.

  1. REQUEST FOR PROPOSAL

Water.org aims to hire an organization to work with Water.org Indonesia to implement the Project as described in the scope of work outlined above. The proposal should include a technical and financial proposal well as a project timeline. Please refer to the timeline section for additional information. Applicants may be organization with a designated team leader.  Applicants, at least Team Leader and Expert, must exhibit the following qualifications:

  • Understanding of TOR.
  • Experienced providing DED into PDAM and experience with the PDAM business process.
  • Having knowledge and experience of risk mitigation and adaptation to climate change is value-added.
  1. BUDGET

The budget proposal must be submitted and approval of the final budget cannot be negotiated. All budgets will be provided in IDR. Budget notes are encouraged.

Examples are provided with the attached budget template. The organization must provide budget information in the attached format, or with any other format that specifies the details of the same. All components of the tax should be included in the budget. The Consultant will be responsible for paying all the taxes.

A sample of payment terms is by following:

  • First tranche – 40% of the contract price – upon signing of the contract.
  • Second tranche – 30% of the contract price – upon submission of the draft report of DED
  • Third tranche – 30% of the contact price – upon submission of the final report of DED including investment plan
  1. SUBMISSION PROPOSAL

Full proposals must be sent to emailed to Dwinita Wulandini, Senior Partnership Accounts Manager Water.org Indonesia, at email address dwulandini@water.org with “Developing Detailed Engineering Design in PDAM City of Bogor” in the subject line. Proposal submission deadline is Sept 18, 2026, Jakarta Time Zone. Proposals will be examined in turn. Proposal must be submitted in English.
