Koalisi Ekonomi Membumi (KEM) is a collective movement dedicated to accelerating the growth of a sustainable investment ecosystem that prioritizes Indonesia’s local wisdom. Through multi-sectoral, multinational, and multi-stakeholder collaboration, KEM aims to drive transformative change that enhances community well-being while preserving forests, peatlands, and other vital ecosystems within its supply chain.

With 29 active member organizations, KEM has united stakeholders under a shared vision, emphasizing sustainability commitments: 100 jurisdictions implementing dedicated policies and planning for sustainability, 100+ businesses operating with sustainable practices and integrated into sustainable supply chains, and unlocking transactions, investments, or financing totaling USD 200 million.

 

Purpose of the Role

KEM is seeking an OD Lead to lead and oversee the HRGA unit and to serve as the Secretariat’s internal convener supporting closer alignment between all three divisions–Program, Institutional Building (IBU), and Impact & Engagement (I&E). Across both mandates, the aim is to uphold the rigor and accountability essential to KEM, while keeping the Secretariat’s day-to-day work light and free of unnecessary friction. Within the unit, this means streamlining, simplifying, and at times reducing existing business processes. While the role sits organizationally within Institutional Building, its mandate extends to bringing structure to how all divisions coordinate, consolidating existing alignment practices into one shared project management cycle, adapted to KEM’s nature as a multi-stakeholder coalition, with clear stages, requirements, and ownership that all divisions can use for planning and collaboration. This position will also lead key organizational development efforts that underpin both mandates, including redesigning meeting structures, conducting workload analysis, and manpower planning. The role also serves as a trusted, fair mediator for employee relations matters and cross-divisional tensions as they arise. 

 

Responsibilities & Deliverables

Business Process Streamlining & Simplification

  • Review existing operational workflows across KEM Secretariat to identify what can be simplified, consolidated, or removed — not just automated or added to.
  • Champion selective, practical automation that reduces manual administrative burden while preserving accountability.

Project/Program Cycle Design & Convening

  • Work with Program, I&E, and IBU to map how projects currently move from concept to close, identifying where alignment breaks down or happens informally, and consolidate this into one shared project/program management cycle with clearly defined stages.
  • Define requirements and owners at each stage, balancing rigor and pace across divisions, adapted to KEM’s coalition nature.
  • Roll out the cycle across all three divisions, ensuring it is understood and adopted rather than simply documented.

Organizational Development (OD)

  • Lead the redesign of KEM’s regular touchbase/coordination meeting structure, in consultation with the Secretariat team, to reduce meeting load while preserving alignment.
  • Conduct workload analysis and manpower planning across divisions to inform staffing and resourcing decisions.

Employee Relations & Cross-Team Mediation

  • Develop and implement employee retention strategy, including cross-division harmony
  • Serve as a trusted, fair mediator for employee relations matters and difficult cross-team or cross-divisional discussions.
  • Support a healthy, low-friction working culture between IBU and other divisions.

Unit Leadership

  • Provide leadership, coaching, and direction to existing HRGA unit team.

Qualifications

  • Bachelor’s or Master’s degree in Business Administration, Human Resources, Organizational Development, or a related field.
  • Minimum 7 years of progressive experience in operations, governance, or HR leadership, including significant experience leading or overseeing multiple functions.
  • Demonstrated track record of improving business processes through simplification, consolidation, or automation — rather than expanding processes or adding new systems.
  • Experience designing or implementing structured project/program lifecycles or similar operating frameworks across multiple teams or functions.
  • Experience with organizational development work: workload/capacity analysis, manpower planning, and meeting or process redesign.
  • Proven ability to mediate employee relations issues and cross-team conflicts with fairness, discretion, and firmness.
  • Strong stakeholder management and communication skills; fluent in Bahasa Indonesia and English.
  • A firm, decisive leadership style that stays consistent with KEM’s collaborative, values-driven culture — comfortable holding boundaries without becoming rigid or adversarial.

Term of Offer

Contract Period 6 months + 1 year (Grant-funded until 2027)
Contract Type PKWT
Reporting Line Reports directly to the Executive Director; oversees the HRGA unit. Works in close, ongoing partnership with Program and IE division leads.  
Duty Station Jakarta, Indonesia (hybrid), with travel as needed.
