Objective:

This Tender to  develop, pilot, and generate evidence on a partnership model between government and local organizations/community/relawan-based groups to strengthen children’s learning and literacy, expand access to education services for Out-of-School Children, Children at Risk of Dropping Out, children with disabilities, and other vulnerable groups, and inform future policy and scale-up by national and subnational governments. Specifically, the objectives of this partnership include:

1. To implement and test community/home-based learning and basic literacy/numeracy support services and other, incorporating child safeguarding measures, for Out-of-School Children, Children at Risk of Dropping Out, children with disabilities, and other vulnerable children.
2. To develop and test partnership mechanisms between government institutions and local organizations to support children’s access to, participation in, and continuity of learning services.
3. To strengthen the capacity of local organizations, Relawan Mengajar, and relevant stakeholders to support children’s learning, basic literacy/numeracy development, and child protection.
4. To generate evidence, lessons learned, recommendations, and cost information (including unit cost estimates) for the development of a partnership model to inform policymaking and support replication and scale-up by government.

Location Grantee:

the location of Grantee activities will be in three provinces:

1. Kabupaten Cirebon – Jawa Barat
2. Kabupaten Sumba Timur – NTT
3. Kabupaten Maluku Tengah – Maluku

INOVASI will conduct online debrief on Friday, 4 September 2025 at 14.00 WIB Jakarta Local Time (GMT+7). Interested grantees should register to inovasi.grant@thepalladiumgroup.com at the latest on Thursday, 3 September 2026.

The prospective grantees are given the opportunity to send written questions to Palladium from the day of the advertisement until Thrusday, 10 September 2026 at 16.00 PM Jakarta Local Time (GMT+7).
